Key Lessons Learnt

  • ESB Networks is meeting its LTNA Regulated obligations
  • No evidence of customers giving lower incorrect readings
  • 85% of estimated accounts were within 1000 units or less of the actual

reading obtained

  • ESB Networks has email addresses for 72% of customers
  • Active payers respond far better than infrequent payers
  • Response to emails better than text for receiving readings (29% versus 25%)

ESBN I-SEM Programme – General Update

We are continuing to work with the RAs, the EirGrid I-SEM Project and the other Meter Data Providers through the I-SEM Metering Working Group We are represented at the Market Trials Co-Ordinator Working Group which EirGrid’s I-SEM Project has established. At this time there remains NO Change to our understanding which remains that:

  • No Changes are indicated to the Harmonised Retail Market Schema or the COBL
  • D+1, D+4, M+4, M+13 Settlements will continue to operate on a Working Day basis for ESBN, with

no change to Frequency

  • Need to concurrently operate the SEM and I-SEM until Re-Settlement of the SEM completes
  • No Meter Data will be Price Effecting in the I-SEM and so I-SEM will not use the Price-Effecting

category

  • I-SEM Market Trials started on the 1st Dec 2017 and will run until 31st August 2018
  • The Go-Live date for the I-SEM is the 1st Oct 2018

ESBN I-SEM Programme – Update

  • Registration Data Freeze – 28th August to 16th Oct 2018
  • No new Supply or Generator units can register in the Retail Market during this period
  • ISEM Market Trials will finish on the 31st August for all Market Participants
  • As a result the Retail Suppliers currently involved in these trials will not receive any

further market messages after the 3rd Sept

  • ESBN and ATOS will commence the process of de-coupling the retail market test

Emmas from our test Hub and returning same to the IPT Hub from the 4th Sept.

  • ESBN are engaging with the ISEM Project team around cutover plans and details

throughout the month of Sept to ensure a smooth transition at Go-Live

  • Price Effecting Units will return to ESBN from Eirgrid after ISEM Go-Live, preparation

ROI Market Release 2019 – Non-Schema MCRs

MCR Description Comments MCR1140 Version 3.0 Introduction of Eircodes into the Retail Market Design in Ireland

  • Eircodes can be submitted on MMs in the existing Postal Code field : 010, 012, 012W,013 & 021
  • Eircodes where available will be returned in the existing Postal Code fields on MM: 014R, 101, 101P, 101R, 102, 102P,

102R, 105, 105L, 110, 112, 112R, 112W, 114, 301, 301N& 330

  • ESBN will agree schedule for mass uploads of Eircodes into the Meter Point Address Postal Code field in the Central

Market System at a future IGG.

  • ESBN intend to update these in batch – mechanism and schedule to be discussed at a future IGG
  • Once the Postal Code field has been populated it will be visible on the Retail Market Participant Extranet – Appendix

MCR1140 refers Note: Existing Market Defect originally intended to go-live with MCR1187 will now be implemented alongside this MCR. MCR1169 Version 2.0 Addition of Postal Code to two Downloadable Meter Point Details Files

  • Modified downloadable files will be available to Suppliers from May 2019 – Appendix MCR1169 refers
  • However, population of field will be determined by the Eircode upload schedule for MCR1140

  • The Market Participant Business Reference (MPBusinessReference) on the 300MM will be populated with that from the

associated original 210MM (i.e. where it populated a periodic meter reading order)

  • Read Reason 95/’Not for COS’ is the only case for which the above applies
  • If the customer reading which populates the open Meter Reading Order is implausible and is estimated populate

the MPBusinessReference on the corresponding 305MM

  • If the customer reading which populates the open Meter Reading Order is withdrawn populate

the MPBusinessReference on the corresponding 300WMM MCR1180 Version 4.0 New Registration Default Supplier

  • For sites with MIC <30kVa, the Customer must now register with a Supplier
  • The 010MM must be received by the Central Market system before a connection point can be energised
