County Bridge Inventory • 79 Bridges in County Bridge Inventory • 21 Projects are in 2013-14 Capital Improvement Program Update adopted February 11, 2014 http://www.edcgov.us/Government/DOT/CIP.aspx (see 2013 CIP, Section VIII: West Slope Projects) • Included in the CIP – Oak Hill Road at Squaw Hollow Creek – Bridge Replacement (CIP# 77134) • Project may be eligible for 100% funding reimbursement from the federal Highway Bridge Program (HBP) 3 Oak Hill Bridge - Public Information Meeting, April 30, 2014

Highway Bridge Program (HBP) • Federal funding program for bridge safety projects - maintenance, rehabilitation and replacement • Program authorized by Federal Highway Administration (FHWA) & administered by State DOT’s (CA – Caltrans) • Requires Planning, Environmental, and Preliminary Engineering (PE) completed within 10 years of PE authorization date • April 2012 – County received FHWA authorization to proceed with Preliminary Engineering for Oak Hill Road at Squaw Hollow Creek – Bridge Replacement Project • 100% Federal Participating Share - No Local Match (County General Fund will NOT be used) 4 Oak Hill Bridge - Public Information Meeting, April 30, 2014

Bridge Inspections / Sufficiency Ratings • Each bridge is thoroughly inspected by Caltrans every 2 years and rated on 140 elements • Given a Sufficiency Rating (SR) score of 0 to 100 • Rating is overall measure of the bridge condition and sufficiency to remain in service • Used to determine eligibility for federal funds and prioritization 5 Oak Hill Bridge - Public Information Meeting, April 30, 2014

Federal Funding Eligibility Criteria • SR < 80 is eligible for Rehabilitation • SR < 50 is eligible for Replacement – Oak Hill Road Bridge SR = 46.0 (January 2011 inspection) • Rehabilitation projects – cannot use any additional federal aid for 10 years. • Replacement projects - bridge must be either structurally deficient or functionally obsolete . 6 Oak Hill Bridge - Public Information Meeting, April 30, 2014

  7. Bridge Sufficiency Terminology Structurally Deficient : Limitations of the structural condition of the bridge, such as weight limits or load capacity. Functionally Obsolete : Built to standards that are not used today, such as inadequate lane widths, shoulder widths, or vertical clearances to serve current traffic demand.   9. Oak Hill Bridge Facts / Condition • Year Built: 1945 (69 years old) • Expected life: 75 years • One-lane, 20-foot wide x 23-foot span • Reinforced Concrete Slab • Avg. Daily Traffic: 2,037 (both directions, 2010 traffic count) • Sufficiency Rating: 46.0 (January 2011) • Functionally Obsolete • 2011 inspection shows 3-foot long ¼” crack, rock pockets, exposed rebar and one abutment that is undermined. 9 Oak Hill Bridge - Public Information Meeting, April 30, 2014
