Purpose  Oak Hill Parkway currently ranks #53 on the 2018 Top 100 Most Congested Roadways in Texas.*  Limits: – Along SH 71 from US 290 to Silvermine Dr. – Along US 290 from just east of Circle Dr. to Loop 1.  Project elements and purpose: – Improve mobility and operational efficiency. – Promote long-term congestion management. – Improve safety. – Improve emergency response. *Was #64 on the 2017 Top 100 Most Congested Roadways in Texas. Overview  Texas Clear Lanes Project Revised  Total length: – US 290: 5.8 miles – SH 71: 1.2 miles  Increased capacity: – US 290 mainlanes – SH 71 mainlanes – Reconstruction of US 290 * * and SH 71 interchange.  Added and existing capacity is non-tolled Revised *West of SH 71 there will be two frontage road lanes in each direction.  Design-build cost estimate: $467.2M (Additional capacity is shown with red arrows.) Minute Order authorization Summary of Commission actions:  Authorize TxDOT to issue a request for proposals (RFP) to develop, design and construct the Oak Hill Parkway Project in the Austin District.  Authorize TxDOT to pay to each proposer that submits a responsive but unsuccessful proposal an amount based on the value of the work product provided in the proposal that can be used by the department, up to a maximum amount per proposer of 0.25% of the successful proposer’s price.  Authorize TxDOT, in the event that a procurement is terminated prior to the execution of the design-build contract, to pay each proposer a partial stipend based on the value of the work product that can be used by the department, up to a maximum amount per proposer of $584,000.
