PURPOSE OF PRESENTATION & PROJECT INTRODUCTION

SR 3103, Section C20 (Swede Hill Road) Bridge Project

The purpose of this presentation is to introduce the project to the public, gather feedback, and present the traffic impacts that will occur during construction.

The purpose of this project is to maintain a safe and reliable crossing for vehicular and pedestrian traffic at Swede Hill Road over Tributary to Jacks Run in the Township of Hempfield.

PROPOSED PROJECT IMPROVEMENTS

Bridge Replacement Project

Existing Structure is a single-span supported by steel beams.

Scope of work includes replacement of superstructure and abutments with a cast-in-place concrete box culvert, stream alignment improvements, rock lining streambank protection, drainage improvements, approach roadway pavement resurfacing between points 82 feet south and 95 feet north of the new structure, and guide rail replacement.

Project will be built utilizing a full detour for vehicular and pedestrian traffic.

Partial Right-of-Way takes from adjacent property owners will be acquired at upstream and downstream sides of Swede Hill Road for culvert construction, sanitary sewer line relocation and other work. Additionally, channel easements will be required for rock lining placement in the stream channel, and temporary construction easements will be required to accommodate construction activities.

Underground utilities of Peoples Gas and Municipal Authority of Westmoreland County will likely be relocated for excavation for culvert installation.

Overhead electric/telephone lines may need temporary relocation to provide clearance for construction.

Construction anticipated to begin the summer of 2022.

PROPOSED TRAFFIC CONTROL

Traffic Control Plan

During construction of the bridge replacement and roadway work, vehicular traffic on Swede Hill Road (SR 3103) will be detoured via Thomas School Road (3101), West Newton Road (SR 0136), and Willow Crossing Road (SR 3099). The approximate detour route length is 2.4 miles from closure point to closure point. Pedestrians and bicycles will be expected to use these same roads.

Local Traffic Access

Access to Brownfield Drive, Hunter Road and Bruce Marsteller Shop will be provided at all times, from the north via SR 3103 (Carbon Road/Swede Hill Road). Access to residences along Swede Hill Road, south of the tributary to Jacks Run, will be provided at all times via SR 3103 (Swede Hill Road).

Public outreach begins with PennDOT Connects and extends into the NEPA (National Environmental Policy Act) process:

NEPA requires agencies to integrate environmental values into their decision-making processes by considering the environmental impacts of their proposed actions and reasonable alternatives to those actions

NEPA also includes public involvement activities and gathering feedback from the public
