  2. Thematic Areas of UNIDO The Project addresses all the three Thematic Areas of UNIDO: 1. Creating shared prosperity • Integrated approach adopted to the adoption of Biogas • Capacity of market players and enablers strengthened and technology support systems established 2. Advancing economic competitiveness • Market environment for biogas strengthened and regulatory framework for grid-connected small to medium scale waste-to-energy projects developed • Technical feasibility and commercial viability of waste-to-energy technologies demonstrated 3. Safeguarding the environment • Investment in waste to energy promoted (avoidance of the landfill option) • Set targets for GHG reduction for each demonstration project • Measure GHG emissions reduction

GEF Objectives Covered by the Project The Project will contribute to two GEF Climate Change Strategic Objective: • Climate Change Objective 1: Promote the demonstration, deployment and transfer of innovative low-carbon technologies – Technologies successfully demonstrated, deployed, and transferred – Enabling policy environment and mechanisms created for technology transfer – GHG emissions avoided • Climate Change Objective 3: Promote investment in renewable energy technologies – Appropriate policy, legal and regulatory frameworks adopted and enforced – Sustainable financing and delivery mechanisms established and operational – GHG emissions avoided

Project Overview Project Title (long): Promoting organic waste-to-energy and other low-carbon technologies in small and medium and micro-scale enterprises (SMMEs): Accelerating biogas market development Project Title (short): Waste to Energy Biogas South Africa Project Start Date (official): July 2016 Completion Date: June 2020 Duration: 48 months (4 years) Scope of Coverage: South Africa (National) GEF Grant: USD 4.22 million Co-Financing: USD 41.88 million (pledged in-cash and in-kind)

Capacity Building and biogas technology support system - Capacity of market players and enablers strengthened and technology support system established 2. Biogas Market development and regulatory framework – Market environment for biogas strengthened and regulatory framework strengthened 3. Technology Demonstration – Technical feasibility and commercial viability of integrated biogas projects demonstrated 4. Scaling up – Promote more investments in integrated biogas technology based projects

Component 1: Capacity building and Technology Support Outcome 1: Capacity of market players and enablers strengthened and technology support systems established Outputs: 1.1 Characterization of Waste-Streams -ARC 1.2 Support to SABIA – Office systems; Business Plan; Membership drive – SABIA registered as NPC; PES concept note formulated ; CoE concept initiated at ARC 1.3 Biogas Guidebook; Decision-Making Tool; and Operators’ Manuals -Fachverband 1.4 Training of Technicians and Officials on Domestic Biogas – UNIVEN 1.5 Biogas Training Workshops (10) for Market Players – 3 done 1.6 Regional Biogas Training Workshops

Planned over 4-Year Project Period: Component 2: Biogas Market Development and Regulatory Framework Outcome 2: Market environment for biogas strengthened and regulatory framework for grid-connected small to medium scale waste-to-energy projects developed Output: 2.1 Biogas Quality Standards - GCS/SABS – Target: 2 standards (<0.5GJ/hr (SANS 1753-1) and >0.5GJ/hr (SANS 1753-2) SANS 1753-1 Gone through 1 st round at SABS TC and industry next step is public comments – – SANS 1753-2 submitted to SABS and at their editors and drawing office – Training manual for 1753-1 is being developed 2.2 Valorisation of Digestate – ARC – Target: Study digestate value-chain from the 5 waste-streams (preferably from demonstration projects digesters) – Sources of digestate identified; analysis capability mapped; trials started; some results obtained 2.3 Biogas licence process streamlined 2.4 Grid Access Regulatory Framework for small/medium scale biogas projects

Planned over 4-Year Project Period: Component 3: Technology Demonstration Outcome 3: Technical feasibility and commercial viability of waste-to-energy technologies demonstrated Outputs: 3.1 Detailed feasibility studies of selected 5 demonstration projects are conducted 3.2 Implementation of Demonstration Projects – Target: 5 projects yielding at least 3MW installed capacity – Up to 13 projects have been processed; 9 contracted; 3 cancelled before start (6 remaining) – 2 completed construction/commissioned; 3 pending co-financing; 1 completing feasibility study – Total capacity contracted 9 558 kW (well over the target 3MW) 3.3 Monitoring/evaluation/showcasing of Demonstration Projects 3.4 Development and Dissemination of Best Practice Manual

Component 4: Scaling Up Outcome 4: Investment in waste-to-energy technologies promoted Outputs: 4.1 Investment strategy for integrated biogas developed and disseminated 4.2 Technical Assistance provided to realise at least 4 more investment projects (at least 6 MW) 4.3 Portfolio of at least 25 investment projects compiled and disseminated 4.4 Technical support provided to design financial support 4.5 National biogas investment forum organized regularly
