Ministry’s structure, Vision and Mission

Ministry of Energy and Petroleum has two State Departments – Energy and Petroleum. Vision – Affordable quality energy for all Kenyans Mission – To facilitate provision of clean, sustainable, reliable and secure energy services at least cost while protecting the environment. Renewable Energy Directorate is mandated to promote biogas as a source of clean energy, among other RETs.

Biogas history in Kenya

First digester constructed in 1957 by a white setter Mr. Hutchinson in Fort Tenan. Hutchinson used the technology to harness

  • rganic fertilizer and biogas.

Between 1960 and 1986, Hutchinson’s company, Tunnel Engineering Ltd made almost 200 small and large biogas units all

  • ver the country.

Interestingly some of the digesters are still functioning to date – a lesson to learn owing to high failure rates witnessed of late.

Promotion efforts

Serious promotion work was realized in the 1980s, by Ministry of Energy in collaboration with GTZ under the Special Energy Programme. Public and Private efforts have grown since then as the technology became more popular. Energy Centres under the Ministry of Energy have continuously offered demonstration and training services to community members.

Promotion efforts cont…

The Kenya National Biogas Programme, supported by the Royal Government of Netherlands – Africa Biogas Partnership Programme (ABPP), has revamped the biogas industry since 2009. NGOs and private investors have also played a major role in the technology awareness and

  • development. An good example is the large plant

at the Gorge farm Naivasha, which has managed to supply electricity to the national grid.

 It is discouraging to note that the adoption of the

biogas technology is still low despite the promotion efforts.

Policies and regulatory support

Energy Policy – Recognizes the potential of biogas in the country and the need to promote the technology Feed in Tariff Policy - A number of biomass projects have been proposed under the current Feed –in-Tariff Policy. Standards- Domestic biogas standards approved. Standards for commercial digesters also initiated. Regulations – Preparation of regulations initiated to ensure a regulated industry. Training Curriculum – This would be used to train industry players for compliance with regulation requirements. SE4All initiative – Biogas identified as one mean to achieve universal energy access by 2030

Key achievements realized by MOEP and collaborators

 Institutional biogas plants – Five institutions,

including Schools, Colleges and Universities have benefited.

 Electricity generation from flower waste -

feasibility study being carried out in two flower farms with an installed capacity of 55kW and 100kW respectively.

 Domestic biogas promotion - ABPP supported

project has constructed over 18,000 digesters. Energy centre's technical support realized over 1,000 digesters.

 Demonstration - The Ministry has set a side funds

to set up 400 domestic and 5 institutional demonstration sites across the country in the current financial year.

Conclusion

The State Department of Energy is keen on the progressive development of the biogas industry and will continue supporting all efforts to achieve the desired goals. This Forum should scrutinize the root causes of low adoption of the biogas technology and suggest implementable solutions to address the same. However, the future is bright and we need to put our promotion efforts and resources together in order to realize our dream.
