Background Background Proposed Regulatory Package Proposed Regulatory Package  Key Amendments to O.Reg. 153/04  Exceptions for groundwater exceedances relating to drinking water (e.g. chloroform)  Exceptions for road salt exceedances  Exceptions for naturally elevated concentrations in soils  Redevelopment of religious-gathering and low-rise commercial buildings uses will no longer require an RSC (with certain exceptions)  Multiple horizontal properties (e.g. condominiums) will no longer require multiple RSCs  MOECC indicates changes are almost finalized but will be made concurrently with Excess Soil Regulation. 2
