The Social Innovation Council • A partnership between the NSW Government and FONGA to: ― Help foster innovation in the way human services are developed, delivered and measured. ― Fast track the delivery of innovative projects that significantly improve customer outcomes. • Co-chaired by Minister for Finance, Services & Property and Chair of FONGA. • Membership: six representatives elected by FONGA and senior executives from government agencies. innovation@finance.nsw.gov.au 2

Outcome • Improved provider relationships, more transparent funding arrangements and an empowered NGO sector Our focus … • Improve human services outcomes by: ― promoting the use of technology and collaborative work practices to optimise service delivery ― improving the quality and accessibility of human services data for government and NGOs ― driving strategic engagement of the NGO sector ― making it easier for NGOs and government to do business together. innovation@finance.nsw.gov.au 3

  5. Re-setting the human services contracting framework

  6. Previously… • Agencies had 31,940 contracts ― with 2,110 human service providers ― valued at $2.5 billion (Excludes NDIS-affected areas) • These contracts (by value) were: ― short term - 70% of contracts are for 2 years or shorter periods ― low value - 54% of contracts are valued at $5 million or lower ― concentrated on a few providers - 70% of funding goes to 10% of the 2,110 providers ― directed at providers engaged across several clusters - 11 of the top 20 providers are engaged by at least three clusters. 6

  7. The goal is to… • Make it easier for NGOs to do business with NSW Government • Make it cheaper and faster to engage NGOs • Reduce legal uncertainty • Enable government to introduce meaningful performance measures across the sector 7

Now… • You may use the Human Services Agreement template for every contract you have with NSW Government – no matter which government agency is funding you. • The Standard Terms will usually stay the same, so you won’t need to invest as much in legal advice & will become increasingly familiar with the contract over time. • The contract is in plain English & will be much easier for you to understand what is expected of you (and what you can expect from your funding agency, in return). 8

  9. How will it work? NSW Human Services Agreement has 2 parts that work together: 1. Standard Terms – Agreement for Funding of Services 2. Schedule – Agreement for Funding of Services Most of the finer details & customisation will appear in the Schedule. 9

  10. What’s in the Schedule? Some things the Schedule outlines include (but aren’t limited to): • details of each party • the length of the agreement • your target audience • when you will receiving your funding • outcomes you’re expected to deliver • reporting requirements • insurance requirements • what happens if there’s a dispute. 10

  11. How will this affect you? 1. On 1 August 2017, it becomes mandatory for all NSW Government agencies to use the NSW Human Services Agreement template when negotiating human services contracts with you. 2. Existing contracts will not be affected until they expire. 3. Your funding agency may tweak the template only if required to ensure the contract is fit-for-purpose. 4. NSW Government will consider updating the template annually based on what / how many amendments were required to the template in the previous 12 months. 11

This Agreement does not apply to… • grant funding • funding arrangements that are transitioning to the National Disability Insurance Scheme • asset-based contracts or contracts with a significant asset-based component (i.e. housing, fleet, ICT) • social impact investment transactions (e.g. social benefit bonds). 12

  14. NGO Registration Scheme – human services What are we trying to fix? The need for NGOs to provide the same information to agencies multiple times. The goal: NGOs only report information once to Government How is it being fixed? ― A single repository of standard NGO information ― The Scheme went live on 1 August 2016 on eTendering ― Over 1,930 NGOs registered ― Agencies are required to use the Scheme to source information from participating NGOs ― NGOs are responsible for maintaining current information. 14

What are we trying to achieve? • Encourage continuous improvement by highlighting strengths and areas for improvement. • Allow agencies to identify training/capability gaps and target supports accordingly. • Allow NGOs to assess results against their peers and track changes over time. • Acknowledge best practice and promote knowledge sharing. • Improve transparency and accountability. • Prioritise customer-centred design. • Provide a low cost option for measuring organisational capability. innovation@finance.nsw.gov.au 19

Public testing closed on 28 February 2017 • 235 users participated. � 46 completed the online survey � 4 provided written submissions. • 56% believed it will be a useful capability development tool � 34% were unsure � 10% disagreed. • 41% believed it will provide greater confidence to customers, government and the community in the quality of services. � 45% were unsure � 14% disagreed. • 96% found the platform to either be very or generally easy to use. • 86% found the questions to be relevant to their organisation. 22 innovation@finance.nsw.gov.au

  23. Stage one implementation starts in August 2017 Stage one will run for five months and participation is voluntary. It will help us to: • better understand the intersections with existing accreditation regimes • test demand, usefulness and applicability of the model • measure if the model delivers the outcomes we expect • explore the need for verification and different verification options • gather evidence to determine the best mode of delivery in the long term. innovation@finance.nsw.gov.au 23

The commitment? • Complete the self-assessment over a six week period (mid August – late Sept 2017). • Provide feedback on your experience. • Free training opportunity and resources provided.
