Animal By-Products Regulations

Control the treatment of animal by‐products with the aim to protect animal health and food safety

  • ABP Regulations are detailed under EC 1774/2002
  • Biogas plants must be approved
  • ABP is defines as: Entire bodies, parts of animals and products of animal
  • rigin not intended for human consumption
  • Includes Manure, Milk, Catering Waste, many types of food waste
  • ABP is controlled in Ireland by the Department of Agriculture Food and

Marine, specifically the Veterinary Section

  • Prime focus is the protection of the national herd, and of food safety and food

reputation

Three Categories of ABP

  • Cat 1 ‐ SRM, BSE, International Catering Waste
  • Cat 2 – animals that die on‐farm, manure, milk with excess antibiotics
  • Cat 3 – most ABP

Requirements for Biogas Plants

  • Pre 2014 all biogas plants required the following
  • 1. Separate entrance to farm
  • 2. Double stockproof fencing from farm
  • 3. No access from farm to biogas plant except by public road
  • 4. 24 hour parameter monitoring (e.g. temperature)
  • 5. Vehicle wash area
  • 6. Staff required to change clothing from farm to biogas plant
  • 2014 – IrBEA lobbied to DAFM, Department of Environment and the

Environmental Protection Agency for suitable on farm regulations
