BGQ

Purpose

  • Guide future airport

development

  • Identify airport capital

improvements

  • Determine whether airport

improvements should be funded with FAA grants

slide-5
SLIDE 5 DOWL

BGQ

Process

  • Public involvement
  • Inventory of existing

conditions

  • Forecast of future activity
  • Facility requirements
  • Alternative improvement

scenarios

  • Recommended plan
  • Focus of tonight’s meeting

BGQ

Obligating the Airport

FAA Airport Improvement Program (AIP) grant funding comes with “strings” attached:

  • Manage land use around airport
  • Long range plan to address FAA

design standards

  • Manage access onto the airport

BGQ would compete with other airports for available federal funding

Aircraft Activity Forecast

Base Year 2016 2021 2026 2031 2036 BGQ Based Aircraft Moderate Forecast 72 81 92 106 132 BGQ Operations - Total Moderate Forecast 13,285 14,807 16,506 18,546 21,545

The design aircraft through 2036 is the Cessna 185. This is the most demanding aircraft forecasted to operate at the airport at least 500 times/year. This determines existing and future airport design requirements.

BGQ

Facility Requirements  Runway length – Extend to 2,900’  Runway Protection Zone - Runway 07 RPZ off-airport and obstructed; clear or move RPZ  Airspace – Runway 07 approach surface obstructed; remove

  • bstructions

 Apron space – At capacity; more needed in future  Lease lots – At capacity, more needed in future

slide-9
SLIDE 9 DOWL

BGQ

Facility Requirements  Vehicle/Ped access – Control needed now; HHR long term  Maintenance facility & equipment – Needed  Weather reporting – Install AWOS

Land Use Findings

  • All 230 acres of airport land should be

retained for long term growth

  • 15 active aeronautical land leases - need

for more lease lots

  • Runway 07 RPZ land use conflicts should

be addressed

  • Potential for noise conflicts with adjacent

properties – work with MSB

  • Airport boundary crossing permits

required by FAA and DOT&PF regulation

  • Recreational uses beyond Runway 25

should be addressed with MSB

Alternative A

No Build

  • No change

Runway = 2,450’ X 70’

slide-12
SLIDE 12 DOWL

BGQ

Alternative B 1

Limited GF Investment

  • Resurface

runway

  • Reserve land

for lease lots

  • New apron

access road

  • Floatplane

service road Runway = 2,450’ X 70’

slide-13
SLIDE 13 DOWL

BGQ

Alternative B 2

Expanded GF Investment

  • Shorten runway to

clear RPZ

  • Reserve land for

lease lots

  • New apron access

road

  • M&O Facility
  • Partial perimeter

fence

  • Floatplane road

Runway = 1,950’ X 70’

Alternative C 1

Meet FAA standards/Expand using FAA funds

  • Shift /extend

runway east

  • New lease lots &

access road

  • Extend taxiway
  • Heliport reserve
  • AWOS
  • M&O Facility
  • Partial perimeter

fence

  • Floatplane road
  • Close HHR, extend

OAR

Runway = 2,900’ X 60’

Alternative C 2

Meet FAA standards/Expand Using FAA Funds

  • Shift runway SE and

extend

  • Relocate/redevelop

tiedown apron

  • New lease lots &

access road

  • Reconstruct

taxiways

  • Heliport reserve
  • AWOS
  • M&O Facility
  • Perimeter fence
  • Floatplane road
  • Close HHR, extend
