Route Study Overview  Identified as an I-69 Segment Committee priority  Existing US 59 through Marshall does not currently meet Interstate standards  The Route Study is to determine an Interstate route option for advancing I-369 in Marshall area  Working group led grass roots public outreach process to: – Establish goals for I-369 – Provide guidance on route option locations – Conduct public outreach – Provide recommendation on option to carry forward Study Area I-69 System (I-369) Harrison County/Marshall Route Study December 18, 2014 2

Working Group Goals and Route Locations Working group goals for establishing I-369  Traffic and Safety – Serve high traffic and truck volumes – Serve expected traffic growth – Address safety concerns – Improve travel times  Connectivity – Provide for multi-modal connections – Provide connection and access to major transportation facilities  Community Impacts – Maximize the use of the existing US 59 footprint to the greatest extent possible while seeking to reduce program costs and impacts to private property – Incorporate public input – Support local economic development plans and goals (retail, industrial, Potential Interstate and commercial) by providing access and connectivity to the regional Route Options roadway network I-69 System (I-369) Harrison County/Marshall Route Study December 18, 2014 3

Route Option Evaluation and Preliminary Recommendation  13 potential route options prescreened on how they addressed goals – Factors used: traffic diversion, costs, potential residential and commercial displacements, and community features impacts – Three options performed best  Further evaluation of the three options revealed they had similar impacts and performance  Working group issues – Concerns over traffic conflicts on shared use I-20 option – Concerns with cost to extend utilities to serve areas along the far southeast option Three Best Performing Options and Preliminary – Preliminary recommendation was E-4s:E-4n:E-1 Recommendation I-69 System (I-369) Harrison County/Marshall Route Study December 18, 2014 4
