  3. MSF works in partnership with the community to create a pro-family environment through: – instilling positive values and shaping mindset towards family, marriage and parenthood – informing, educating, empowering individuals through their life journey to form and build strong families

  4. The School Family Education (SFE) journey started 10 years ago …

  5. We wanted to make family life education programmes and resources easily accessible to parents, students and staff in schools

  6. i. Equip parents with the skills and knowledge to: • Enrich and strengthen their family life; and • Foster better parent-child understanding and relationship ii. Equip students with: • Life Skills; • Skills to build healthy relationships with their peers and family; and • Positive values and attitudes towards family, relationships and life in general

  8. In 2002 , we piloted the School Family Education (SFE) programme in 4 schools : Nanyang Primary School Temasek Primary School Bartley Secondary School Commonwealth Secondary School

  9. Since 2002, we have grown from 4 SFE schools to 257 schools in 2012

FamilyMatters@School SFE FamilyMatters@School • Programme funding on • Flat programme sliding scale : funding of up to ₋ 1 st year: : $20,000 $20,000 per year ₋ 2 nd year: $15,000 • Flat funding for school ₋ 3 rd year onwards: coordinator fees at $10,000 $12,000 per year (78 • SFE coordinator fees hrs/mth) - Max no. of ₋ 1 st – 3 rd year: $10,000 schools a coordinator can take ₋ 4 th year onwards: on: 3 $5,000

  24. . More Streamlined Partnership. • MSF will no longer require schools to have a dedicated service provider. • Schools can manage FamilyMatters@School programme independently, with the assistance of their coordinator. 24

  25. .Role of MSF. MSF offers funding and other support: • Funding of $20,000 per year for FLE programmes and $12,000 per year for school coordinator honorarium fee • FamilyMatters@School Programme Menu with a wide- array of FLE programmes to facilitate schools in programme planning and selection • Recruitment, orientations, training etc. to support schools and other partners in programme implementation • FLE resource materials 25

  26. .Role of Schools and School Coordinators. Schools appoint and work with appointed coordinator to: ● Conduct needs assessment to identify family life education (FLE) needs of their parents and students ● Design and develop a year-long FLE plan of at least 100 hours programmes ● Set up and manage family resource area ● Build a pool of trained parent facilitators who can conduct FLE programmes in the school; ● Implement FLE programmes (including coordination with service providers to ensure smooth programme delivery, publicity to engage parents etc.) ● Gather participant feedback and assess programme effectiveness ● Submit monthly programme evaluation and reimbursements to MSF 26

MSF introducing… FamilyMatters@School Programme Menu • Offers a comprehensive list of programmes on wide-array of parenting and family topics from trained family life educators and professionals. • Offers schools more choice, easier access to FLE programmes • Programme Menu on www.familymatters.sg 28

  29. . More Choice, Easier Access to FLE Programmes. . Schools can have: • Wider choice of service providers and programmes. • Better control and ownership in programme planning and selection. 29

  31. 100 FLE Programme Hours At least Not more than 70 30 Parent Hours Student Hours CURRENT : 70 hours of FLE programmes for parents, of which no more than 10 social hours. NEW: • 70 hours of FLE programmes for parents, of which at least 50% (i.e. 35 hours) shall be from FamilyMatters@School Programme Menu. • Remaining may consist of in-house programmes by school staff or trained parent facilitators.

  34. .Pointers to note for All Programmes. • Family bonding/interactive activities allowed, but not exceed 50% of total programme duration. • The following will not be supported: – Projects that are religious in nature or proselytise a particular faith – Counseling or remedial programmes – School orientation programme, graduation ceremony or any academic-oriented programmes – Fund-raising events – Overseas trips 34

  35. .Pointers to note for Parent Programmes. • Parent programmes, regardless in-house or from programme menu, should: – equip parents with skills to enrich and strengthen their family life, and foster better parent-child understanding and relationship – open to all parents in the schools – a minimum attendance of 10 parents • No clocking in of multiple sessions 35

  36. .Pointers to note for Student Programmes. • Student programmes should equip students with life skills; skills to build healthy relationships with their peers and family; positive values and attitudes towards family, relationships and life in general. 36
