Guiding the form of development Development guides provide more detailed standards for development that is permitted in a zone. The purpose of these guides is to minimise impacts, recognise and reinforce distinctive characteristics of centres, neighbourhoods and precincts, as well as to protect and enhance the public domain. Development guides will primarily address the physical form of development and, where possible, be visual—presented through maps, diagrams and illustrations. Guides will also address urban design and design excellence. As the development guides are a clear interpretation of the vision and the objectives for an area, it will be important to prepare these guides at the same time as developing Part 1 and Part 2 of the Local Plan. Preparation

  • f these guides will therefore be part of the

community vision. Building envelopes Traditionally, numerical height and floor space ratio development standards have been used to control the mass and scale of new development. In the new planning system, urban form will be shown visually as building envelopes (figure 25). Floor space ratios will no longer be used as these can be confusing and are often delinked from the impacts or economic viability of development. Site density will continue to be managed through building envelopes, and design excellence will be encouraged directly through guidelines and processes such as referral to Design Review Panels. A building envelope is not a building, but a three dimensional space within which a building is to be contained. Building envelopes are developed based on a number of design parameters, which may include height, setbacks and site coverage. The benefits of using building envelopes is that they can:

  • guide the three dimensional built form of an area
  • inform decisions about appropriate density for a

site and its context

  • test that design parameters are coordinated and

produce the desired outcome

  • visually communicate the future mass, scale

and distribution of new development to the community, developers and practitioners. Setting of building envelopes and other development guides will be developed with the community early in the preparation of Local Plans. Guiding development in assessment tracks Development guides will identify the appropriate assessment track for diferent types of code assessed, exempt and complying

  • development. For the code assessment track,

the government will work with communities, councils, experts and stakeholders to prepare model development guides. These guides will contain the standards against which code assessed development will be tested. Councils can choose to adopt these model guides or develop their own. Importantly, the economic viability of development guides will be tested and considered to enable appropriate development and support the intended

  • utcomes of the plan.
