Project Goals
- Redeck and rehabilitate the bridge to achieve a
75-year design life.
- Limit the full closure of the Smith Ave High Bridge
for one year or less to prosecute bridge construction.
- Remove the existing external, grouted post-
tensioned tie while maintaining structural integrity
- f the bridge, safety of the workers, and safety of
the travelling public.
Project Goals
- Produce a cost effective design that optimizes the
means and methods of redecking and rehabilitating the bridge.
- Minimize impacts to stakeholders (river traffic,
traveling public, local community) and the environment, (including peregrine falcons, mussels, invasive species, parks, and the river)

team among the owner, designer, and contractor using the CMGC delivery method.

Proposal Delivery, Content, Format
- Proposals shall not exceed 15 pages; not
including cover letter, table of contents, section dividers, appendices, and required forms
- Resumes for Key Personnel shall not exceed two
pages per position
- 2-11x17 pages allowed for Project Experience

Addendums and Clarifications
Proposers need to acknowledge all addendums and clarifications issued in their Proposals. RFP Clarification Request Forms can be found on MnDOT’s CMGC website: http://www.dot.state.mn.us/const/tools/const- manager-general-contractor.html
Mandatory Technical Interviews
- Approximately one hour in length
- No handouts or formal presentations
- Will consist of set questions for all Proposers and clarification
questions for each Proposer based on their Proposal
- Will not be scored separately – will be used as additional
information in support and to clarify the information contained in the proposal
- Questions will not be provided to Proposers in advance of the
interview
- Up to five representatives from Proposer’s team – must include
PM, CM, Lead Cost Estimator and PT Specialist
- Proposers must contact CMGC PM to schedule an interview time
CMGC Experience
Not required. Although CMGC experience can be valuable, there are other ways proposer’s can demonstrate their ability to be successful in the CMGC process.
Travel Reimbursement
MnDOT approval required for out of state travel. This is typical practice for MnDOT professional/technical services contracts and will be addressed with the apparent successful proposer prior to executing a contract. This should not deter proposer’s from proposing qualified out
- f state personnel for the preconstruction services.
Construction Services Fee
A Construction Services Fee fixed-markup percentage of 12% has been established in the RFP.
Formal workshops for design review, risk, and cost estimating are anticipated to occur at the 30%, 60%, and 90% design milestones. For each of these milestones, the cost estimates will include an Independent Cost Estimate (ICE), Owner’s/Engineer’s Estimate and the CMGC’s Opinion of Probable Construction Cost (OPCC).
The ICE and an Engineer’s Estimate will be used by MnDOT to validate the CMGC’s price proposal/bid.

AECOM is currently under contract with MnDOT to provide inspection, structural analysis and load rating services for the High Bridge. This contract had an
- ption that allowed for amending the scope of work to
include final design services. MnDOT intends to exercise this option.
KLJ is currently under contract with MnDOT to provide final roadway design services on TH 149 (Smith Avenue) from 7th Street to I-494. MnDOT intends to include the work from 7th Street to George Street with this CMGC project and the work from George Street to I-494 with a future design-bid-build project.
Consultant advertisement coming out very soon
There will be one RFP advertised for two separate contracts for the ICE and the Owner’s/Engineer’s Estimating services.
Scope of work for both contracts is very similar:
- production-based, contractor-style estimates at
each of the design milestones and at bid
- schedule analysis and development at each of the
design milestones and at bid
Desired Skills:
- production-based, contractor-style estimating
for major bridge projects of similar size, scope and complexity
- schedule analysis and development for bridge
projects of similar size, scope and complexity
- Relevant CMGC experience and an understanding
- f the CMGC process
Responder’s submission of a proposal is acknowledgement that Responder may be assigned, at the discretion of MnDOT, the ICE or the EE services contract.
