  6. Disclaimer What is discussed today is informational only, meant to assist proposers in pursuit of contracting opportunities on this project. The ultimate RFP requirements are included in the final posted documents. Proposers are responsible for following the final RFP(s) If there are any discrepancies, submit a clarification request.

Project Goals o Redeck and rehabilitate the bridge to achieve a 75-year design life. o Limit the full closure of the Smith Ave High Bridge for one year or less to prosecute bridge construction. o Remove the existing external, grouted post- tensioned tie while maintaining structural integrity of the bridge, safety of the workers, and safety of the travelling public.

Project Goals • Produce a cost effective design that optimizes the means and methods of redecking and rehabilitating the bridge. • Minimize impacts to stakeholders (river traffic, traveling public, local community) and the environment, (including peregrine falcons, mussels, invasive species, parks, and the river)

  11. Project Goals • Build a professional and collaborative project team among the owner, designer, and contractor using the CMGC delivery method. • Maintain public trust and confidence in the Project and the CMGC process.

Project Scope o Redeck and Rehabilitation of Br No. 62090 • Open spandrel tied deck arch over river • North and South approaches continuous steel plate girder Roadway work from 7 th St (TH 5) to George St. o o Separate design-bid-build roadway project from George St. to I494 with a January 2018 letting.

Why CMGC? o Early contractor involvement with a focus on: o Arch span post-tensioning o Sequencing of arch span deck removal and replacement o Staging of entire project including arch spans, approach spans, staging areas, work in water, etc. o Early contractor involvement to develop construction schedule

Preconstruction services scope of work o Hard deliverables required o Equipment placement and construction loads during staged deck removal and placement o External PT removal and installation o Temporary works, site access plans, arch span concrete placement o Analysis of precast deck o See RFP for more details

  16. Project Schedule o Schedule based off one year full closure of Smith Ave High Bridge to prosecute re-decking o CMGC contractor on board by late November, 2016. o Issue for bid June 2017. o Start construction fall 2017, close bridge winter 2017-2018

  17. Project Schedule o ROW needed for approach roadway work acquired by spring of 2018. Will need a PIF. o ROW needed for bridge staging areas acquired before advertisement. o Environmental documentation complete by January 2017 o Mussel survey fall of 2016

  21. One-step Qualifications-Based Request for • Proposals (RFP) Final CMGC RFP is currently advertised on MnDOT’s • Consultant Services website: http://www.dot.state.mn.us/consult/notices.html Thank you to those who submitted comments on • the Draft CMGC RFP

  22. CMGC RFP o RFP Details: • Interviews • No Stipends • No co-location • DBE Goal for Construction • No DBE Goal for CMGC P/T Contract • CMGC Team to develop a Subcontracting Plan • Includes approach to DBE engagement and goal setting for the project.

  23. A notification to Proposers has also been posted on MnDOT’s Consultant Services website to help Proposers identify what changed between the draft CMGC RFP and the final CMGC RFP. In the event of any discrepancies between this document and the final CMGC RFP, the final CMGC RFP shall take precedent.

  27. Proposal Delivery, Content, Format • Proposals shall not exceed 15 pages; not including cover letter, table of contents, section dividers, appendices, and required forms • Resumes for Key Personnel shall not exceed two pages per position • 2-11x17 pages allowed for Project Experience Table

  28. Addendums and Clarifications Proposers need to acknowledge all addendums and clarifications issued in their Proposals. RFP Clarification Request Forms can be found on MnDOT’s CMGC website: http://www.dot.state.mn.us/const/tools/const- manager-general-contractor.html

  29. Mandatory Technical Interviews • Approximately one hour in length • No handouts or formal presentations • Will consist of set questions for all Proposers and clarification questions for each Proposer based on their Proposal • Will not be scored separately – will be used as additional information in support and to clarify the information contained in the proposal • Questions will not be provided to Proposers in advance of the interview • Up to five representatives from Proposer’s team – must include PM, CM, Lead Cost Estimator and PT Specialist • Proposers must contact CMGC PM to schedule an interview time

  30. CMGC Experience Not required. Although CMGC experience can be valuable, there are other ways proposer’s can demonstrate their ability to be successful in the CMGC process.

  31. Travel Reimbursement MnDOT approval required for out of state travel. This is typical practice for MnDOT professional/technical services contracts and will be addressed with the apparent successful proposer prior to executing a contract. This should not deter proposer’s from proposing qualified out of state personnel for the preconstruction services.

  32. Construction Services Fee A Construction Services Fee fixed-markup percentage of 12% has been established in the RFP.

  33. Formal workshops for design review, risk, and cost estimating are anticipated to occur at the 30%, 60%, and 90% design milestones. For each of these milestones, the cost estimates will include an Independent Cost Estimate (ICE), Owner’s/Engineer’s Estimate and the CMGC’s Opinion of Probable Construction Cost (OPCC).

  34. The ICE and an Engineer’s Estimate will be used by MnDOT to validate the CMGC’s price proposal/bid.
