  5. DBE Program The City of Phoenix strives to advance the economic growth of businesses through its Disadvantaged Business Enterprise (DBE) Program. The City ensures compliance with federal regulations on all federally funded projects. The City encourages the participation of DBE firms throughout ALL phases of contracts.

DBE Program The DBE Program provides socially (minority and woman-owned firms) and economically disadvantaged business owners: • Certification • Procurement opportunities . • Construction subcontracting utilization • Small business development services • Technical assistance/educational services • Networking opportunities

DBE Requirements  The City has not established a race-and gender-conscious DBE participation goal  Current focus is Small Business Outreach The FAA approved a triennial DBE goal of 4.44% for fiscal years 2016-19, to be achieved through fostering Small Business participation and outreach requirements. Project is in part funded by FAA and is subject to 49 CFR Part 26 and USDOT DBE Program

DBE Requirements  OUTREACH EFFORTS-ATTACHMENT A All Submitters must provide at submittal:  Documents in a separate sealed envelope  Must complete and submit Columns A – D  Failure to submit = Non-Responsive Above are due at the time of the bid, statement of qualifications, or proposal submittal.

DBE Requirements  OUTREACH EFFORTS - ATTACHMENT A All Submitters must provide within 3 Business Days of the bid deadline: Documents in a separate sealed envelope MUST complete and submit Columns E and F Submittal of all related Supporting Documentation MUST include:  Copies of the actual solicitations sent to DBEs & Small Businesses  Names of the DBEs & Small Businesses whom bidder negotiated with and the firms that have been selected to participate in the contract  MUST demonstrate how, when, and the name of the person to whom the bidder specifically communicated its selection decisions  Outcomes to each DBE and Small Business NOT selected  Documentation may be in the form of a letter, e-mail, telephone log, or other acceptable communication

DBE Requirements  OUTREACH EFFORTS - ATTACHMENT B Small Business Utilization Commitment All Submitters must provide within 3 Business Days of the bid deadline: Documents to be included in the separate sealed envelope The successful bidder must ensure the DBE and Small Business participation percentages proposed in Attachment A add up to the TOTAL percentage stated in Attachment B The successful bidder will be contractually obligated to achieve the participation percentage in Attachment B

  22. Project Description / Scope of Work  This project includes the removal and reconstruction of approximately 43,000 square yards of asphaltic concrete pavement in the South T-Hangar area and the construction of a new taxiway connector to Taxiway “A”.  Various utility boxes/lids and drainage structures will be replaced and/or reset to proposed grade.  Existing storm drains, valley gutters, and trench drains will remain, and must be protected during construction.  Pavement structural section consists of 3” P-401 pavement, 5” of P-208 crushed aggregate base course and 8” of cement treated subgrade. 22

Project Description & Scope of Work (cont.)  Rocks and cobbles may be encountered and are required to be removed prior to cement treatment (3” and larger)  Existing grades and slopes will be primarily maintained.  All existing ribbon curb around the hangars is to remain.  Existing connector taxiway to be removed  Taxiway edge lighting and signage to be installed for new connector taxiway  Pavement marking and striping is also part of the project. 23

  25. Proposed Project Phasing/Schedule  TIME IS OF THE ESSENCE: this project will have a major impact on airport operations. Construction duration is 141 days  Each phase of the project is allotted 30 days for construction.  Phase 1 must be completed during nightly closures of Taxiway A.  There will be 7 days of down time between each phase for tenant relocation. No contract work will take place during this time.  The NTP will be issued for the contract once the NTP from FAA has been issued . 25

Job Site Access  Primary access will be through access gate #2  Tenants will have the right-of-way at all times  Staging area located immediately adjacent to the project  Personal vehicles are not permitted inside the security fencing  Contractor will limit activities to designated haul roads and work areas 27

  28. Airport Requirements  This project is funded by FAA and ADOT  Construction equipment cannot traverse on any new pavement  Airfield lighting and NAVAIDS to remain operational throughout project  NOTAMS require 72 hour notice 28
