¡ ¡“Up-­‑Trade” ¡is ¡a ¡District-­‑wide ¡ barter ¡exchange ¡program ¡designed ¡ to ¡allow ¡the ¡trading ¡of ¡new ¡and ¡ used ¡items. ¡ ¡IniJally, ¡the ¡program ¡ will ¡be ¡available ¡to ¡all ¡LAUSD ¡ Schools, ¡including ¡Charters ¡ approved ¡by ¡LAUSD. ¡ ¡The ¡program ¡ may ¡expand ¡to ¡other ¡school ¡ districts ¡and/or ¡private ¡schools, ¡ while ¡insuring ¡that ¡LAUSD ¡schools ¡ retain ¡the ¡first ¡right ¡to ¡buy ¡LAUSD ¡ excess ¡assets. ¡

THE ¡SOLUTION ¡IS ¡“UP-­‑TRADE” ¡

The ¡key ¡element ¡is ¡that ¡the ¡District ¡is ¡a ¡“closed” ¡enJty ¡-­‑ ¡an ¡organizaJon ¡with ¡ common ¡ownership. ¡ ¡Therefore, ¡the ¡District ¡already ¡effecJvely ¡owns ¡the ¡assets ¡ and ¡can ¡aggressively ¡buy ¡or ¡sell ¡these ¡assets ¡with ¡no ¡real ¡monetary ¡cost. ¡

THE ¡SOLUTION ¡IS ¡“UP-­‑TRADE” ¡

• ¡ ¡A ¡cashless ¡based ¡point ¡system ¡or ¡“virtual ¡currency” ¡that ¡allows ¡schools ¡to ¡trade ¡its ¡

surplus ¡items ¡and ¡then ¡use ¡its ¡earned ¡points ¡to ¡buy ¡items ¡it ¡needs. ¡

• ¡ ¡The ¡ ¡District ¡acts ¡as ¡a ¡“market ¡maker” ¡buying ¡surplus ¡assets ¡and ¡then ¡reselling ¡

these ¡assets ¡to ¡other ¡schools ¡that ¡need ¡these ¡assets. ¡

not ¡transferred ¡or ¡sold ¡to ¡schools ¡will ¡be ¡auc:oned ¡off ¡if ¡not ¡sold ¡within ¡90 ¡days. ¡

• Auc:on ¡proceeds ¡used ¡to ¡offset ¡transporta:on ¡and ¡administra:ve ¡cost. ¡

Schools ¡are ¡not ¡charged ¡for ¡selling ¡items ¡– ¡only ¡5% ¡of ¡the ¡assessed ¡value ¡for ¡buying ¡items. ¡ ¡ The ¡fee ¡structure’s ¡objecJve ¡is ¡to ¡incenJvize ¡schools ¡to ¡idenJfy ¡and ¡return ¡as ¡many ¡excess ¡ assets ¡as ¡possible. ¡ ¡By ¡not ¡charging ¡the ¡schools ¡for ¡selling ¡items, ¡schools ¡are ¡encouraged ¡to ¡ return ¡excess ¡assets. ¡
