 They are trying to get their “house in order”

giving the awarding, then withdrawing JROTC status to Logan BOE. Mrs. Hanlon appears nervous and says something needs to be presented to the Board. A Mr. Sovine say, “ there wasn’t a need to do anything at this point in time and do not contact Cadet Command at Fort Knox, KY.” He then informed Ms. Hanlon that “a lot of wheels are spinning” and to give things time to work out. It was his belief that a NDCC Program would be offered to CRHS in the near future.

  • f the BOE dated March 2, 2016 outlining preliminary

computations, assessed valuations, levy and budget calendar for FY 17

 Mr. Brennan outlines a cut of $881,669.00 basic state aid due to

loss of enrollment. He says the BOE is 32.5 professional personnel

  • ver formula which translates to $1,690,000.00. BOE is 52.8 service

personnel positions over formula which translates to $1,372,800.00. Informs BOE of a loss in excess levy collections due to the decreased valuations resulting in another $1,083,596.00. BOE must book $2,300,000.00 for OPEB liabilities under GASB 68 accounting.

 Mr. Brennan then tells the BOE that he will have to transfer

$5,200,000.00 into the permanent improvement fund for the new Chapmanville School and auxiliary gym.

 The following chart shows enrollment,

employees over formula (professional, service and professional support staff) and total number of employees over formula for the past four years and projection for FY 2017-18.

 Note that the loss of enrollment over this

period is 580 students.

 This is like losing a whole school in itself.  Note that in 2013-14, enrollment was 6426

with 43.247 positions over formula.

 Note that for 2017-18, enrollment will be

5846, some 580 less students over the period, yet uncontrolled hiring over the same period leaves the system 93.368 positions over formula.

 Note that four years ago, Logan County Schools ranked near the

top with respect to cash balances in the 55 county boards of education

 Excessive capital expenditures, excessive overtime and

consultants, as outlines by the WV State Board of Education and the irresponsible hiring practices of past boards are some of the reasons that we now face dire circumstances in this school

  • system. These factors could have and should have been

managed by the past board and administration.

 Factor in the loss of enrollment and state aide reimbursement, the

loss of revenue-from property valuations, levy and excess levy collections, bankruptcies and cuts from the state of WV, and you now have the components of the “perfect storm” of negative issues facing the Logan County Board of Education.

 Given all aforementioned factors and issues listed above, the

Logan County Board of Education MUST make cuts-drastic cuts the size and proportion of cuts made not since those in 1995 while under the State takeover. Ironically, the same scenario played out in those days because prior boards were not responsible to the taxpayers of Logan County.

 This Board faces two options. One, we can make the tough

decisions that must be made and get our financial house in

  • rder. The second option is to do nothing and let the State BOE

take over our system for the SECOND time. This option would send a clear and concise message to the taxpayers and children

  • f Logan County. That message would be that we just simply

don’t care about out students, our employees and the hard working taxpayers of Logan County.

 I cannot defend whatever decisions they make. They can

defend their own decisions.

 What I will do and promise to do, is make the most responsible,

educated decisions I can make for the good of ALL LOGAN COUNTY STUDENTS, not just certain groups or individuals.

 I will make my decisions based on DOCUMENTED FACTS, not false

information, pressure or falsehoods that appear on social media.

 My information packet presented this evening is not an attempt

to strong arm, editorialize or merely present my point of view or

  • pinion.

 I promised the voters transparency. Tonight, I present to you

transparency.
