Background Checks

  • CNIC Inspection Teams will not inspect the background check status
  • f MWR contractors.
  • CYPs are required to safeguard children/youth.
  • If your CYP is unsure of a MWR contractors’ background check

status, CYPs must coordinate with the MWR Director on the process going forward such as moving the contract to CYP, discussing the need for Line-of-Sight-Supervision, or requiring parents to attend the MWR contracted service.

  • Program Notes Feature
  • CNIC is now using the “Program Notes” feature of the IMS to

communicate policy, CYMS training codes, training web links, core program area intent statements, etc. to the field.

Relationships & Positive Guidance

  • C.4.a (Relationships) and C.4.b

(Positive Guidance) have been updated to reflect CURRENT positive youth development principles using the University of Minnesota Military REACH training modules.

SAC Parent Notification

  • B.10.a.7 – Parents are notified when

children do not arrive.

  • SAC programs must:
  • Be able to articulate their processes
  • Have written/verbal SOPs that

reflect processes for before school care, after school care, and seasonal camps

Core Programming

  • When analyzing core programming,

CNIC Inspectors will observe activities (if in progress) and/or review standardized activity plans and after action reports (CNICCYP 1700/44).

  • Photos of events and sign-in sheets are

supplemental, which may be of benefit to the SAC/Youth Programs, but will not be inspected during the CNIC Unannounced Inspection.

  • The intent statements for each core

program area are imbedded within the Inspection Criteria Program Notes.

criteria is housed within the YP Inspection Criteria CNICCYP 1700/38B

  • CNIC will only inspect the

implementation of YSF at installations that are offering on- base YSF leagues (baseline sports) AND where the CYP has a dedicated YSF Coordinator.

Youth Survey

  • CNIC will continue to issue a customer

satisfaction survey to all YP participants 9-18 years-old. Results are shared with the installation.

  • Questions have been added to the CY18

survey to benefit CYPs in their activity programming, interactions and relationships, etc.

  • CYPs should widely distribute the Youth

Survey during their CNIC Unannounced Inspection.

T&C Observations

  • A.3.b.3 – T&C conducts formal observations
  • This criteria includes direct care staff assigned to SAC/YP
  • Observations must occur during interactions with children/youth
  • T&Cs must meet with staff to discuss observations, develop written

plans for improvement, and identify training needs

  • Observation/coaching session must be conducted for each direct care

staff member at least quarterly

  • CYPs may use locally-developed forms

  • T&Cs making multiple observations of each direct care staff member to

  • Met, Needs Improvement, Not Met
  • Consistently, Sometimes, Not Often, Not At All

Staff Sign-In/Out (Ratio)

  • B.10.a.4 – Staff sign in/out of facility
  • Staff are only required to sign in/out

when they are entering/exiting ratio.

  • Any staff member counted in ratio

must be present and providing direct care/supervision, engaging with youth.

  • For SAC/YPs, a central sign-in/out

sheet is most appropriate.

  • Sign-in/out sheets must be maintained

for 1 month.
