Nationa Ambient Air Quality Standard (NAAQS)
In June 2010, EPA established a new 1-lhour primary sulfur dioxide standard of 75 parts-per-billion. llhe previous sulfur dioxide primary standards set in 1971 indluded a 24-hour standard at 140 parts-per-billion and annual standard at 30 parts-per-billion. When EPA revises a NAAQS, states are al!owed to submit boundary designation recommendations to EPA to be considered when E PA establishes tihe final boundary designations. For most criteria poll1Utants, states are given one year following a NAAQS revision to submit their recommendations and EPA finalizes boundary designations wrnhin two years
AAQ5 revis:ion. The EPA has chosen a difrerent approach to establish boundary designations under the 2010 sulf1Ur dioXJide standard. Unlike other aiteria pollutants, sulfur dioxide is almost exd us:ively a point sou roe-emitted pollutant. Additionally, uralllsport of sulfur dioxide emissions is typically more localized and is less likely to be ob served on a regional scale. A monitoring network large eno1Ugh to adequately cover all large somces would tie prohibitively expensive and an affordable network wo1Uld !eave large gaps in coverage. Therefore, EPA has deaided to use a hybrid monitoring-modeling approach for sulfur dioxide. Additionally, EPA is splitting uhe boundary designation process into multip e rounds. The initial round for boundary designations was based on available ambient air quality monitoring data . .
