¡ The ¡Emergency ¡Food ¡Provision ¡in ¡the ¡UK ¡project ¡is ¡a ¡collaboration ¡between ¡Professor ¡Jon ¡May, ¡at ¡ Queen ¡Mary ¡University ¡of ¡London; ¡Professor ¡Paul ¡Cloke, ¡who ¡is ¡at ¡Exeter; ¡Dr ¡Andy ¡Williams, ¡at ¡ Cardiff, ¡and ¡myself-­‑ ¡also ¡from ¡Queen ¡Mary. ¡It's ¡funded ¡by ¡the ¡British ¡Academy ¡for ¡the ¡Humanities ¡ and ¡Social ¡Sciences, ¡which ¡is ¡an ¡independent ¡academic ¡funding ¡body. ¡Begun ¡in ¡2014, ¡the ¡project ¡ seeks ¡to ¡chart ¡public ¡and ¡political ¡debate ¡surrounding ¡food ¡banking ¡in ¡Britain; ¡map ¡the ¡nature ¡and ¡ scale ¡of ¡Britain's ¡emergency ¡food ¡system; ¡investigate ¡the ¡ethos ¡and ¡approach ¡of ¡these ¡organisations ¡ and ¡the ¡experience ¡of ¡users, ¡and ¡bring ¡together ¡organisations ¡to ¡share ¡practice, ¡and ¡explore ¡the ¡ potential ¡for ¡co-­‑ordinated ¡action. ¡ ¡ ¡ ¡The ¡first ¡stage ¡of ¡the ¡research ¡involved ¡scoping ¡out ¡the ¡scale ¡of ¡food ¡banking ¡across ¡the ¡UK-­‑ ¡and ¡to ¡ do ¡that ¡we ¡used ¡a ¡sample ¡that ¡took ¡London, ¡the ¡10 ¡next ¡largest ¡cities, ¡and ¡then ¡10 ¡smaller ¡ones. ¡In ¡ these ¡21 ¡cities ¡alone ¡we ¡identified ¡272 ¡food ¡banks-­‑ ¡and ¡half ¡of ¡these ¡were ¡independent. ¡If ¡you ¡scale ¡ that ¡up ¡to ¡rest ¡of ¡the ¡UK, ¡you ¡can ¡see ¡that ¡the ¡estimate ¡of ¡374 ¡that ¡DEFRA ¡reported ¡to ¡the ¡ government ¡in ¡2014 ¡starts ¡to ¡seem ¡very ¡low. ¡At ¡the ¡beginning ¡of ¡the ¡project, ¡we ¡estimated ¡that ¡ there ¡in ¡fact ¡were ¡over ¡700 ¡food ¡banks ¡in ¡the ¡UK. ¡The ¡results ¡from ¡this ¡first ¡stage ¡of ¡our ¡research ¡ were ¡submitted ¡to ¡the ¡All-­‑Party ¡Parliamentary ¡Inquiry ¡into ¡Hunger ¡and ¡Food ¡Poverty ¡in ¡Britain ¡in ¡ July ¡2014. ¡ ¡ Alongside ¡this ¡larger ¡scale ¡research, ¡we're ¡also ¡using ¡some ¡case ¡study ¡sites, ¡where ¡we’ve ¡been ¡ holding ¡interviews ¡with ¡food ¡bank ¡organisers, ¡volunteers, ¡clients, ¡and ¡referrers. ¡That's ¡what ¡I've ¡ been ¡doing ¡here ¡in ¡Leicester-­‑ ¡we're ¡also ¡looking ¡at ¡London, ¡Exeter, ¡and ¡the ¡rural ¡West ¡Country. ¡The ¡ client ¡data ¡I’m ¡going ¡to ¡talk ¡about ¡here ¡has ¡mostly ¡come ¡from ¡London ¡and ¡the ¡West ¡Country, ¡where ¡ we've ¡had ¡longer ¡to ¡develop ¡trust ¡relationships ¡with ¡clients ¡at ¡particular ¡food ¡banks. ¡At ¡this ¡point ¡in ¡ the ¡project, ¡the ¡data ¡we ¡have ¡from ¡Leicester ¡is ¡based ¡just ¡on ¡interviews ¡with ¡people ¡who ¡run ¡food ¡ banks ¡and ¡refer ¡to ¡them; ¡and ¡this ¡is ¡what ¡I’ll ¡be ¡drawing ¡from ¡in ¡the ¡second ¡half ¡of ¡this ¡presentation. ¡ ¡ ¡ I ¡want ¡to ¡start ¡by ¡talking ¡a ¡bit ¡about ¡who ¡is ¡actually ¡using ¡food ¡banks, ¡because ¡our ¡findings ¡on ¡this ¡ have ¡been ¡really ¡interesting. ¡You ¡might ¡already ¡be ¡aware ¡of ¡the ¡2014 ¡report-­‑ ¡"Emergency ¡Use ¡Only, ¡ which ¡was ¡a ¡collaboration ¡between ¡Oxfam, ¡Child ¡Poverty ¡Action ¡Group, ¡Church ¡of ¡England ¡and ¡The ¡ Trussell ¡Trust. ¡Based ¡on ¡interviews ¡with ¡service ¡users ¡at ¡Trussell ¡Trust ¡food ¡banks, ¡the ¡report ¡found ¡ that ¡for ¡these ¡users ¡a ¡food ¡bank ¡was ¡a ¡last ¡resort-­‑ ¡a ¡short ¡term ¡measure ¡that ¡was ¡prompted ¡by ¡an ¡ ‘acute ¡income ¡crisis’; ¡something ¡which ¡had ¡happened ¡to ¡completely ¡stop ¡or ¡dramatically ¡reduce ¡ their ¡income. ¡For ¡between ¡half ¡and ¡two ¡thirds, ¡the ¡immediate ¡trigger ¡for ¡food ¡bank ¡use ¡was ¡linked ¡ to ¡problems ¡with ¡benefits, ¡including ¡waiting ¡for ¡benefits ¡to ¡be ¡processed ¡and ¡paid, ¡sanctions, ¡ problems ¡with ¡ESA ¡or ¡missing ¡tax ¡credits. ¡The ¡report ¡also ¡found ¡that ¡people ¡often ¡didn't ¡know ¡about ¡ the ¡existence ¡of ¡crisis ¡funds ¡that ¡were ¡available ¡to ¡them. ¡Aside ¡from ¡the ¡immediate ¡crisis ¡at ¡hand, ¡ many ¡users ¡were ¡also ¡dealing ¡with ¡multiple ¡and ¡ongoing ¡challenges ¡including ¡ill ¡health, ¡relationship ¡

breakdown, ¡mental ¡health ¡problems, ¡and ¡substantial ¡caring ¡responsibilities. ¡ ¡Many ¡were ¡unable ¡to ¡ work ¡or ¡had ¡recently ¡lost ¡a ¡job. ¡ ¡ ¡ ¡ This ¡report ¡was ¡crucial ¡in ¡drawing ¡government ¡and ¡media ¡attention ¡to ¡the ¡huge ¡impact ¡that ¡benefit ¡ sanctions ¡are ¡having ¡on ¡quality ¡of ¡life ¡for ¡people ¡across ¡the ¡UK. ¡But ¡our ¡research ¡has ¡found ¡that ¡ sanctions, ¡while ¡devastating, ¡are ¡actually ¡only ¡part ¡of ¡the ¡story. ¡One ¡limitation ¡of ¡the ¡data ¡used ¡in ¡ Emergency ¡Use ¡Only ¡is ¡that ¡to ¡access ¡a ¡Trussell ¡Trust ¡food ¡bank, ¡you ¡have ¡to ¡be ¡in ¡crisis-­‑ ¡this ¡is ¡a ¡ requirement ¡of ¡their ¡particular ¡referral ¡system. ¡So ¡this ¡report ¡can ¡tell ¡us ¡some ¡really ¡useful ¡things ¡ about ¡who ¡is ¡using ¡Trussell ¡Trust ¡foodbanks-­‑ ¡of ¡which ¡there ¡are ¡many-­‑ ¡but ¡it ¡doesn't ¡actually ¡tell ¡us ¡ much ¡about ¡food ¡poverty ¡itself ¡on ¡a ¡broader ¡scale. ¡Specific ¡crises ¡are ¡indeed ¡a ¡huge ¡driver ¡of ¡people ¡ to ¡all ¡kinds ¡of ¡food ¡banks, ¡but ¡to ¡look ¡at ¡temporary ¡sanctions ¡as ¡the ¡only ¡or ¡main ¡problem ¡is ¡to ¡work ¡ from ¡the ¡assumption ¡that ¡we ¡have ¡a ¡welfare ¡system ¡that, ¡when ¡it’s ¡administrated ¡properly, ¡does ¡ exactly ¡what ¡it ¡should. ¡I ¡think ¡most ¡people ¡in ¡this ¡room ¡today ¡would ¡agree ¡that's ¡not ¡the ¡case. ¡What ¡ we're ¡seeing ¡is ¡chronic, ¡ongoing ¡poverty. ¡Being ¡sanctioned ¡might ¡be ¡what ¡triggers ¡a ¡food ¡bank ¡ referral ¡for ¡someone, ¡but ¡when ¡you ¡talk ¡with ¡them ¡you ¡find ¡that ¡actually ¡they've ¡been ¡eating ¡less ¡ and ¡less ¡for ¡months, ¡or ¡they've ¡only ¡been ¡able ¡to ¡feed ¡their ¡kids ¡by ¡not ¡eating ¡themselves. ¡ ¡ At ¡Bow ¡Food ¡Bank ¡in ¡East ¡London, ¡where ¡we ¡have ¡the ¡most ¡detailed ¡client ¡data ¡available, ¡a ¡large ¡ proportion ¡of ¡our ¡clients ¡are ¡chronically ¡ill, ¡disabled, ¡or ¡homeless ¡people ¡whose ¡needs ¡aren't ¡getting ¡ met ¡elsewhere. ¡These ¡are ¡people ¡who ¡are ¡getting ¡their ¡full ¡benefits, ¡but ¡that ¡money ¡still ¡doesn’t ¡ cover ¡their ¡rent, ¡bills ¡and ¡food, ¡often ¡because ¡the ¡amount ¡no ¡longer ¡buys ¡what ¡it ¡used ¡to. ¡ Sometimes ¡their ¡payments ¡are ¡eaten ¡up ¡by ¡expensive ¡hostel ¡or ¡support ¡charges, ¡or ¡by ¡debts ¡to ¡the ¡ council ¡and ¡rent ¡arrears. ¡A ¡lot ¡of ¡people ¡have ¡been ¡switched ¡from ¡ESA ¡to ¡JSA ¡after ¡failing ¡a ¡‘work ¡ capability’ ¡assessment, ¡and ¡as ¡well ¡as ¡dealing ¡with ¡the ¡delay ¡of ¡processing ¡that ¡change, ¡remain-­‑ ¡ whatever ¡the ¡assessment ¡found-­‑ ¡very ¡much ¡incapable ¡of ¡any ¡of ¡the ¡work ¡that ¡is ¡actually ¡made ¡ available ¡to ¡them. ¡ ¡ ¡ Other ¡food ¡bank ¡clients ¡are ¡doing ¡agency ¡work, ¡or ¡employed ¡on ¡a ¡series ¡of ¡short ¡term ¡contracts, ¡ dealing ¡with ¡repeated ¡delays ¡and ¡sanctions ¡as ¡they ¡sign ¡on ¡and ¡off ¡again, ¡leaving ¡them ¡in ¡a ¡'crisis' ¡ situation ¡each ¡time. ¡When ¡the ¡system ¡people ¡are ¡forced ¡to ¡work ¡within ¡makes ¡crisis ¡a ¡matter ¡of ¡ course, ¡it’s ¡clear ¡that ¡we ¡need ¡to ¡start ¡rethinking ¡what ¡'crisis' ¡actually ¡means. ¡Other ¡clients ¡I've ¡ spoken ¡to ¡recently ¡are ¡in ¡a ¡situation ¡of ¡financial ¡or ¡domestic ¡abuse, ¡and ¡they've ¡fallen ¡off ¡the ¡radar ¡

• f ¡social ¡workers ¡and ¡other ¡professionals. ¡This ¡is ¡really ¡where ¡we ¡see ¡the ¡effects ¡of ¡service ¡cuts ¡in ¡

different ¡areas ¡start ¡to ¡add ¡up ¡and ¡multiply ¡each ¡other. ¡ ¡ ¡ ¡ For ¡many ¡people ¡using ¡food ¡banks, ¡these ¡circumstances ¡are ¡coupled ¡with ¡a ¡situation ¡of ¡ongoing ¡ debt, ¡which ¡I’d ¡like ¡to ¡talk ¡about ¡briefly. ¡This ¡is ¡a ¡constant ¡background ¡noise ¡for ¡a ¡majority ¡of ¡people ¡ in ¡food ¡poverty, ¡and ¡indirectly ¡a ¡big ¡driver ¡for ¡accessing ¡food ¡aid. ¡Payday ¡lenders ¡are ¡certainly ¡a ¡ problem ¡in ¡need ¡of ¡addressing, ¡and ¡there ¡is ¡already ¡some ¡great ¡work ¡being ¡done ¡to ¡limit ¡the ¡amount ¡

• f ¡power ¡these ¡companies ¡have ¡over ¡people, ¡and ¡the ¡legality ¡of ¡their ¡exploitative ¡practices. ¡But ¡a ¡lot ¡
• f ¡the ¡time ¡when ¡we ¡talk ¡about ¡the ¡issue ¡of ¡payday ¡lenders, ¡we ¡end ¡up ¡talking ¡about ¡education. ¡In ¡

my ¡experience ¡of ¡interviewing ¡and ¡talking ¡with ¡food ¡bank ¡users, ¡most ¡people ¡are ¡in ¡fact ¡fully ¡aware ¡ that ¡payday ¡lenders ¡are ¡exploitative. ¡They ¡will ¡knowingly ¡choose ¡this ¡risky ¡course ¡of ¡action ¡in ¡order ¡ to ¡prevent ¡their ¡families ¡getting ¡evicted, ¡or ¡to ¡get ¡them ¡to ¡work ¡when ¡there's ¡no ¡money ¡for ¡the ¡bus, ¡

• r ¡to ¡buy ¡school ¡uniforms ¡for ¡kids ¡who've ¡suddenly ¡grown ¡out ¡of ¡everything ¡they ¡own. ¡Payday ¡loans ¡

are ¡seen ¡by ¡many ¡people ¡as ¡a ¡temporary ¡measure ¡and ¡a ¡necessary ¡evil, ¡to ¡avoid ¡the ¡immediate ¡ disaster ¡of ¡homelessness ¡or ¡job ¡loss, ¡or ¡to ¡try ¡and ¡protect ¡children ¡from ¡the ¡effects ¡and ¡stigma ¡of ¡

• poverty. ¡It's ¡all ¡very ¡well ¡advising ¡people ¡on ¡planning ¡for ¡the ¡future, ¡but ¡to ¡someone ¡trying ¡

desperately ¡to ¡hold ¡on ¡in ¡the ¡moment, ¡the ¡best ¡choice ¡available ¡is ¡often ¡short ¡term ¡firefighting. ¡To ¡ be ¡blunt; ¡education ¡and ¡a ¡positive ¡attitude ¡can ¡only ¡get ¡people ¡so ¡far ¡if ¡there ¡really ¡is ¡no ¡chance ¡of ¡ their ¡income ¡going ¡up. ¡When ¡you ¡are ¡dependent ¡on ¡a ¡pension, ¡low ¡waged ¡and ¡insecure ¡work, ¡or ¡

disability ¡benefits ¡that, ¡if ¡they ¡change ¡at ¡all ¡are ¡far ¡more ¡likely ¡to ¡decrease, ¡there ¡is ¡very ¡little ¡future ¡ you ¡can ¡realistically ¡plan ¡for. ¡ ¡ ¡ ¡ This ¡goes ¡for ¡financial ¡planning ¡training ¡too-­‑ ¡it's ¡something ¡councils, ¡charities ¡and ¡other ¡funders ¡ always ¡want ¡to ¡offer, ¡and ¡is ¡something ¡that ¡should ¡be ¡available ¡to ¡anyone ¡who ¡wants ¡it. ¡But ¡money ¡ management ¡courses ¡can ¡often ¡have ¡quite ¡a ¡low ¡take-­‑up. ¡We ¡trialled ¡a ¡programme ¡like ¡this ¡at ¡Bow ¡ while ¡I ¡was ¡interviewing ¡there, ¡and ¡so ¡I ¡had ¡the ¡opportunity ¡to ¡ask ¡people ¡why ¡it ¡was ¡they ¡weren't ¡

• interested. ¡A ¡lot ¡of ¡people ¡told ¡me ¡they ¡found ¡the ¡whole ¡idea ¡quite ¡condescending-­‑ ¡a ¡common ¡

answer ¡being ¡'if ¡I ¡had ¡any ¡money ¡to ¡manage, ¡I ¡wouldn't ¡be ¡at ¡a ¡foodbank!'. ¡Another ¡issue ¡was ¡that ¡ we ¡were ¡offering ¡a ¡group ¡based ¡workshop, ¡and ¡people ¡didn't ¡want ¡to ¡share ¡financial ¡information ¡in ¡ front ¡of ¡their ¡neighbours. ¡This ¡relates ¡to ¡the ¡stigma ¡of ¡accessing ¡a ¡food ¡bank, ¡and ¡of ¡needing ¡help; ¡ but ¡I ¡think ¡there's ¡also ¡something ¡bigger ¡going ¡on. ¡People ¡talk ¡about ¡poverty ¡as ¡a ¡constant ¡feeling ¡of ¡ being ¡in ¡trouble, ¡of ¡having ¡to ¡justify ¡everything ¡you ¡receive, ¡and ¡tell ¡your ¡sad ¡story ¡in ¡great ¡detail ¡to ¡ every ¡professional ¡you ¡encounter. ¡If, ¡because ¡of ¡your ¡particular ¡circumstances ¡and ¡needs ¡you ¡are ¡ getting ¡a ¡little ¡bit ¡more ¡than ¡someone ¡else, ¡there's ¡a ¡real ¡fear ¡of ¡being ¡seen ¡as ¡abusing ¡the ¡system, ¡

• r ¡being ¡wasteful, ¡and ¡being ¡disapproved ¡of ¡by ¡your ¡neighbours. ¡It ¡is ¡this ¡climate ¡of ¡judgement ¡and ¡

fear-­‑ ¡with ¡its ¡ever ¡present ¡talk ¡of ¡'benefit ¡cheats', ¡that ¡seems ¡to ¡in ¡fact ¡be ¡acting ¡as ¡a ¡barrier ¡for ¡ people ¡accessing ¡the ¡help ¡they ¡very ¡much ¡need. ¡ ¡ ¡ So ¡in ¡relation ¡to ¡the ¡debt ¡issue ¡I'd ¡put ¡forward ¡two ¡tentative ¡recommendations ¡for ¡food ¡poverty ¡ networks ¡thinking ¡about ¡how ¡to ¡begin ¡to ¡address ¡some ¡of ¡the ¡reasons ¡people ¡are ¡driven ¡to ¡use ¡food ¡

• banks. ¡First; ¡support ¡and ¡promote ¡credit ¡unions. ¡Local ¡credit ¡unions ¡are ¡increasingly ¡offering ¡

affordable ¡and ¡ethical ¡short ¡term ¡loans ¡in ¡an ¡effort ¡to ¡provide ¡an ¡alternative ¡to ¡the ¡exploitative ¡ arrangements ¡offered ¡by ¡high ¡street ¡and ¡online ¡payday ¡loan ¡providers. ¡But ¡lacking ¡the ¡huge ¡publicity ¡ budgets ¡of ¡their ¡competitors, ¡credit ¡unions ¡struggle ¡to ¡achieve ¡the ¡same ¡reach, ¡and ¡many ¡people ¡are ¡ unaware ¡of ¡their ¡existence. ¡For ¡anyone ¡interested, ¡you ¡can ¡find ¡your ¡local ¡credit ¡union ¡here: ¡ http://www.findyourcreditunion.co.uk/home ¡ ¡ Second; ¡support ¡fuel ¡debt ¡and ¡fuel ¡poverty ¡advocacy. ¡This ¡is ¡something ¡I ¡haven’t ¡had ¡a ¡chance ¡to ¡ talk ¡about ¡in ¡any ¡great ¡detail ¡here, ¡but ¡it’s ¡another ¡big ¡issue ¡for ¡food ¡bank ¡clients. ¡This ¡is ¡not ¡about ¡ people ¡who ¡have ¡run ¡up ¡huge ¡bills ¡and ¡can't ¡pay ¡them-­‑ ¡we're ¡talking ¡here ¡about ¡people ¡who, ¡being ¡ forced ¡to ¡cut ¡down ¡their ¡outgoings ¡further ¡and ¡further ¡still, ¡have ¡chosen ¡to ¡self-­‑disconnect-­‑ ¡not ¡ knowing ¡that ¡the ¡standing ¡charge ¡for ¡their ¡unused ¡gas ¡and ¡electricity ¡supply ¡is ¡continuing ¡to ¡mount ¡

• up. ¡Or ¡about ¡the ¡issue ¡of ¡key ¡meters-­‑ ¡which ¡as ¡we ¡know, ¡make ¡energy ¡more ¡expensive ¡for ¡those ¡

with ¡the ¡least ¡money. ¡There ¡are ¡a ¡number ¡of ¡small ¡charities ¡and ¡other ¡organisations ¡operating ¡again, ¡ at ¡local ¡level, ¡who ¡both ¡advise ¡and ¡advocate ¡for ¡people ¡dealing ¡with ¡fuel ¡poverty, ¡and ¡have ¡even ¡ been ¡able ¡to ¡negotiate ¡with ¡energy ¡providers ¡to ¡have ¡vulnerable ¡people’s ¡debts ¡cancelled. ¡ ¡ ¡ ¡ ¡ One ¡of ¡the ¡things ¡that ¡lots ¡of ¡food ¡banks ¡and ¡emergency ¡food ¡providers ¡have ¡told ¡us ¡they ¡feel ¡is ¡ lacking ¡in ¡their ¡own ¡local ¡areas ¡is ¡a ¡connection ¡to ¡one ¡another-­‑ ¡particularly ¡for ¡organisations ¡outside ¡

• f ¡the ¡Trussell ¡Trust’s ¡network. ¡Leicester ¡has ¡a ¡really ¡well ¡networked ¡charitable ¡sector-­‑ ¡at ¡a ¡range ¡of ¡
• scales. ¡It's ¡probably ¡easy ¡to ¡only ¡see ¡the ¡ways ¡it ¡might ¡not ¡be ¡working, ¡or ¡the ¡connections ¡not ¡yet ¡

established; ¡so ¡I ¡wanted ¡to ¡make ¡a ¡point ¡of ¡saying ¡that ¡actually, ¡you ¡are ¡way ¡ahead ¡of ¡most ¡places ¡

• here. ¡One ¡of ¡the ¡huge ¡advantages ¡of ¡a ¡networked ¡emergency ¡food ¡aid ¡system-­‑ ¡involving ¡charities, ¡

religious ¡groups, ¡local ¡councils, ¡and ¡organisations ¡targeting ¡particular ¡populations-­‑ ¡homeless, ¡ refugees, ¡sex ¡workers, ¡destitute ¡asylum ¡seekers ¡and ¡more, ¡is ¡DIVERSITY. ¡Meaning ¡that ¡if ¡a ¡client ¡ presents ¡with ¡more ¡than ¡one ¡issue-­‑ ¡which, ¡to ¡be ¡honest, ¡most ¡do; ¡or ¡if ¡someone ¡tries ¡to ¡access ¡a ¡ service ¡they're ¡not ¡eligible ¡for, ¡then ¡you ¡have ¡somewhere ¡to ¡send ¡them. ¡Either ¡for ¡additional ¡help-­‑ ¡ with ¡furniture, ¡or ¡housing, ¡debt ¡counselling, ¡or ¡immigration ¡advice; ¡or, ¡to ¡another ¡food ¡bank ¡that ¡

can ¡help ¡them ¡where ¡you ¡can't. ¡For ¡instance, ¡the ¡city ¡centre ¡food ¡bank ¡here ¡only ¡has ¡within ¡is ¡remit ¡ people ¡who ¡have ¡no ¡income ¡at ¡all. ¡So ¡they ¡cover ¡a ¡particular ¡situation, ¡of ¡immediate ¡crisis-­‑ ¡ sanctions, ¡unexpected ¡job ¡loss, ¡family ¡emergency. ¡Others ¡serve ¡a ¡specific ¡geographical ¡area, ¡some ¡ will ¡let ¡people ¡come ¡three ¡times, ¡others ¡you ¡can ¡access ¡every ¡week. ¡A ¡lot ¡of ¡the ¡food ¡banks ¡and ¡

particularly ¡those ¡with ¡direct ¡links ¡to ¡homeless ¡services-­‑ ¡can ¡tell ¡someone ¡where ¡and ¡when ¡to ¡get ¡a ¡ free ¡or ¡subsidised ¡hot ¡meal ¡any ¡day ¡of ¡the ¡week ¡in ¡the ¡city. ¡This ¡is ¡how ¡you ¡stop ¡people ¡falling ¡ through ¡the ¡gaps. ¡And ¡I ¡think ¡it's ¡something ¡you ¡should ¡all ¡be ¡really ¡proud ¡of, ¡because ¡it ¡really ¡isn’t ¡a ¡ situation ¡you ¡find ¡everywhere. ¡It's ¡also ¡something ¡that ¡I ¡think ¡a ¡lot ¡of ¡other ¡places ¡could ¡learn ¡from. ¡ ¡ ¡ Leicester ¡was ¡interesting ¡to ¡us ¡because ¡it ¡is ¡one ¡of ¡the ¡few ¡places ¡where ¡the ¡local ¡city ¡council ¡is ¡very ¡ much ¡involved ¡with ¡emergency ¡food ¡provision-­‑ ¡from ¡directly ¡supporting ¡food ¡banks, ¡providing ¡ premises, ¡and ¡to ¡events ¡like ¡this. ¡Most ¡other ¡local ¡councils ¡take ¡more ¡of ¡a ¡back ¡seat, ¡and ¡others ¡can ¡ be ¡actively ¡hostile. ¡So ¡the ¡situation ¡here ¡can ¡be ¡a ¡huge ¡advantage ¡in ¡terms ¡of ¡being ¡able ¡to ¡work ¡ across ¡organisations ¡and ¡sectors. ¡A ¡possible ¡downside ¡to ¡this-­‑ ¡or ¡something ¡to ¡watch ¡out ¡for ¡at ¡least, ¡ is ¡a ¡tendency ¡to ¡want ¡to ¡standardise. ¡When ¡you ¡start ¡organising ¡on ¡a ¡bigger, ¡city ¡wide ¡scale ¡like ¡this, ¡ an ¡obvious ¡next ¡step ¡is ¡to ¡make ¡access ¡conditions ¡the ¡same ¡across ¡the ¡board, ¡to ¡develop ¡standard ¡ criteria ¡for ¡assessing ¡need ¡and ¡referring ¡someone ¡to ¡a ¡foodbank, ¡and ¡to ¡start ¡linking ¡up ¡individuals’ ¡ records ¡with ¡social ¡services ¡and ¡the ¡DWP. ¡I ¡think, ¡given ¡what ¡we've ¡just ¡been ¡talking ¡about, ¡this ¡ would ¡be ¡a ¡mistake. ¡The ¡fact ¡that ¡different ¡emergency ¡food ¡providers ¡have ¡different ¡access ¡criteria ¡ is ¡a ¡huge ¡strength, ¡as ¡is ¡the ¡fact ¡that ¡people ¡can ¡access ¡food ¡aid ¡relatively ¡anonymously. ¡There's ¡a ¡ real ¡risk ¡that ¡in ¡losing ¡that ¡diversity, ¡you ¡stop ¡this ¡kind ¡of ¡help ¡being ¡available ¡to ¡the ¡most ¡vulnerable ¡ populations-­‑ ¡people ¡with ¡mental ¡health ¡issues, ¡people ¡who ¡aren't ¡necessarily ¡on ¡the ¡radar ¡of ¡ referrers, ¡people ¡with ¡uncertain ¡immigration ¡status-­‑ ¡those ¡who ¡tend ¡to ¡fall ¡through ¡the ¡gaps ¡ elsewhere, ¡and ¡are ¡wary ¡of ¡the ¡often ¡quite ¡intense ¡scrutiny ¡involved ¡in ¡accessing ¡statutory ¡services. ¡ ¡ ¡ ¡
