1 Highway and Land Drainage Asset Management Initiatives

Alan Adcock Head of Highway Management

Background

3 East Midland Cities:

  • Face similar Highway Drainage Issues
  • Have Complementary Experience
  • Committed to Working Together
  • Opportunity for Best Practice for Highway

Drainage in Urban Areas

Leicester Asset Data

  • There are over 40,000 gullies recorded

although data on footway drainage is limited

  • Recently a great effort has been put into

collecting gully details using GPS

  • Hot spots records – hard copy of flooding

incidents

Leicester: Blackbird Road

Leicester: Gully Emptying – GPS

  • Gully machines

fitted with GPS

  • Masternaut –

Web based GPS System captures the information

  • n site

2 Leicester: Information

  • Records if gully pot is modern style or cast iron
  • Is the gully currently working
  • Is there a high concentration of parked cars
  • Has the frame got a defect
  • Building the asset data on footway gullies this

information is very poor.

Leicester: Map Based Results

Leicester: Hinckley Road

The gullies are clear but the main sewer is not….

Plan: Proposed Tasks

  • The 3 Cities need to evolve as we

progress but at this stage the following

  • utputs are envisaged
  • Each task is designed to have a tangible
  • utput that can be shared with other

authorities

3 Task: 1

Bring records of existing situation up to a common standards

  • Maintenance records – adopt Leicester

approach to recording gully inventory and cleaning records

  • Define and collate record of hot spots
  • Identify appropriate way to store drainage

data e.g. GIS, Asset Management software system

Task: 2

Adopt a consistent method of prioritisation

  • Using the Derby approach as a starting point
  • Consistent method of evaluating the risk

associated with each site and;

  • Prioritisation for investigation and potential

mitigation/treatment

Task: 3

Data collection methods

  • Determine an appropriate specification

and/or method of collecting information about site that need investigation

  • Method needs to incorporate inventory

collection, cleaning, condition assessment, proving and outlet

  • Possible assessment of catchment area

Task: 4

Examining Potential Solutions

  • Determine a process for the investigation

and appraisal for potential solutions including

  • Enhanced maintenance regimes
  • Gully emptying frequency
  • Capacity

Task: 5

Business Case for Additional Investment

  • Development of Business Case

Project Risks

  • Availability of council staff resources to

undertake tasks

  • Inability to obtain funding to address the issues

identified from investigations

  • Duplication of effort with the Surface Water

Management Plans

  • Issues about obtaining data from water

companies

4 Sharing: Communication Plan

Between ourselves & others with drainage projects (other element two winners) then .... with regional groups and stakeholders then .... Promulgation to National Audience (via Roads Liaison group/DfT, CSS etc ?)

Sharing: How

  • Nottingham City Council has procured

P2.net, a web based project management system based on Prince2 methodology

  • We are examining how appropriate

aspects of this could be made available externally. Presentations to regional groups

  • Conferences
  • Hosting visits from other authorities
  • Providing information to other authorities

Tangible Outputs

  • Case studies
  • Lessons learnt
