The City of Yelm has a high “service population” that must be considered when looking at providing services. Although we have a sleeping population of approximately 9,030, we have a daytime service population that easily exceeds 15,000. This is not taking into account the number of citizens that utilize the services we provide on a daily basis. Taking this number into account we provide a service to more than 38,000 visitors a day. When we look at staffing for current and future population we need to consider the service population that is growing rapidly as well.

  • An acceptable way to conduct a survey of comparable cities is to first

determine which cities most closely resemble your own. In doing this analysis there are 4 factors that are most acceptable.  Population  Sales Tax Collected  Assessed Valuations (Property Tax)  Total Tax Collected

  • For all these factors you do a 50% up and 50% down calculation. For

example with population. City of Yelm has a population of 9,030. 50% increase would be 13,545 and 50% decrease would be 4,515. You would find cities that fall into this range. You would then do the same for each factor until you have 8-10 of the closest comparable cities. You also try and keep the comparables on the same side of the mountain range due to cost

60/60 Rule

  • The International Association of City Managers came up with a National

Standard in determining appropriate staffing levels for police departments. This is the 60/60 rule.

  • The idea behind the 60/60 rule is that no more than 60% of your officers time

will be spent on directed (expected) patrol activity and that no more than 60%

  • f your staff would be assigned to patrol. A department near or above the 60%

target would be less productive, lower morale and less capable of providing a high quality service to the community.

  • Departments with more than 60% of their commissioned staff assigned to

Patrol are less efficient in providing services, investigations and supervision leading to a decrease in accountability and an increase in litigation.

  • Yelm Officers are at 63% in patrol directed activity at full staffing and at 87% of

staff assigned to patrol. With restructuring in 2019, the department will be at 73% of staff assigned to patrol.
