  2. County of Riverside Continuum of Care (CoC) MISSION 2017 The CoC is comprised of public and private agencies along with community residents including homeless and formerly homeless individuals. The CoC was designed to assess the need for homeless and affordable housing services and to develop and implement a Continuum of Care Plan for the region on behalf of individuals and families who are currently living in homelessness or at risk of becoming homeless.

  6. COORDINATED ENTRY SYSTEM OVERSIGHT COMMITTEE Presented By: Michelle Davis April 26, 2017

CES OVERSIGHT COMMITTEE  Created on March 3, 2017  Mission: Ensure an effective, county-wide Coordinated Entry System that is collaborative, transparent, and compliant with all rules and regulations.  Purpose: (1) Create Policies and Procedures that are in compliance with HUD CPD Notice 17-01, CoC Program Interim Rule and ESG Interim Rule, and (2) provide support to the Home Connect Navigation Council and CES Lead Agency  Must in be compliance by January 23, 2018 2

  11. LOS ANGELES LEARNING SESSIONS  Created storyboard, blueprint, and plan of action for the 6 next 3 to 4 months in Docebo

LOS ANGELES LEARNING SESSIONS 4  Sustaining Ending Veteran Homelessness  Aim Statement: Maintain a baseline of 15 actively homeless veteran to sustain an end to veteran homelessness over the next 4 months and will work towards a robust CES by August 31, 2017  Assign to the CES Oversight Committee  Ending Chronic Homelessness  Aim Statement: Reduce the number of individuals experiencing chronic homeless on our By-Name list by 50% by August 31, 2017  Assign to the Housing Committee

  13. AGENDA 4. New Business: c. Youth Homelessness Planning Update: Donyielle Holley Motion: To accept the Youth Advisory Board as a new CoC standing committee

  14. Planning to End Youth Homelessness Youth Structure & Coordinated Community Plan which includes: • Public Children’s Welfare Agency (PCWA) – The CoC must include the local or state child welfare agency in the policy & planning activities (DPSS Children’s Services Division) • Must be verified by a MOU

  15. Planning to End Youth Homelessness Youth Structure & Coordinated Community Plan which includes: • Youth Advisory Board (YAB) – Actively involved in the creation of the coordinated plan to prevent and end youth homelessness. The YAB should be a formal committee within the CoC  At least 3 members (age 24 and younger) and at least 2 of the 3 members should be homeless or formerly homeless  DPSS Children Services (MOU)  Collaborative Youth partners

  16. Planning to End Youth Homelessness Youth Structure & Coordinated Community Plan which includes: • Innovative youth projects • Documented demonstration of extensive collaboration with various youth partners
