I have been working with this group as we the school has become full and plans for the overflow were made and communicated. We know there are many facts, myths and questions circulating in the community. Tonight it is our goal to share some 2

information and answer questions. All of the people here from CBE have differing areas of expertise and experience with situations similar to ours and by drawing on this collective wisdom we will have the opportunity to build understanding for all. We will start out with a short presentation followed by an opportunity to use an app to collect, prioritize and answer questions that may remain after the presentation. 2

Engagement

  • Tonight we will share with you some information about the current situation

regarding student enrolment at Altadore School as well as information about the Garrison Woods community as it relates to possible scenarios to address high enrolment at the school.

  • We would ask for people to hold their questions to the end of the presentation.

And you have two ways of asking questions:

  • 1. Make note of your questions as we go through the presentation and ask

them verbally. OR 2. Enter your question in using an app called Slido. You can access this on a mobile device, tablet or computer by going to slido.com and entering in the event code of Q932. If your question is already appearing in the list, you can just give it a thumbs up. Those items with more votes or thumbs up will rise to the top of the list and we'll tackle those with the most votes first.

Engagement At the CBE, we have an approach and process for how we involve people in decisions that affect them. It's called Dialogue, and all our community engagement initiatives are conducted in alignment with this framework. With that in mind, our intent in bringing Altadore families together this evening is to make you aware of a decision affecting your school community and to gather your feedback on

  • possibilities. Tonight is about providing you with the information you need to provide

informed input on this decision. We know we make better decisions when we work together to solve problems and find solutions. 5

Planning Altadore School has been on our radar for a number of years and prior to 2018 planning worked with the school to limit the number of out of attendance area students to make room for in boundary students which were increasing year over year. Now in 2018 and looking forward at enrollment projections the school is full and enrollment is projected to increase over the next 3 years. 8

10 Planning All information based off of the City Of Calgary Census The average number of people per dwelling for Altadore is 2.13 that’s just over 2 people per dwelling on average. For comparison with a newer community, Tuscany is 2.97, almost an extra person per house.

Planning 1970-1990 Altadore School was in a situation of low and declining enrolment Altadore School began taking in out of attendance area students to help bolster enrolment. Garrison Woods development began 1998. 2012-2018 saw a rise in families with children moving in to Altadore and Garrison Woods communities with more students starting kindergarten through this period. 16

Planning This slide contains information about CBE schools and programs that students from Garrison Woods and Altadore chose to attend this school year. The two primary choices were the regular program (any school) and French Immersion. Although not all students in the regular program are attending Altadore school the majority of them are. 17

Planning This slide is a 5 year projection for Altadore school including the current year enrolment. The CBE uses the Cohort-Survival methodology in preparing enrolment projections. The cohort survival projection methodology uses historic birth data and historic student enrolment data to “age” a known population (cohort) through their school grades. The cohort survival ratio is calculated to see how a group of potential students first enter the system at kindergarten and Grade 1 (market share) and how this group of students grows or shrinks over time (retention rates). Enrolment patterns emerge that are used for projections. A key component of the projection process is the number of pre-school children eligible to start kindergarten each year. CBE receives pre-school census data for all

  • ur communities/school boundaries annually and therefore has the most up to date

information for preparing projections. Preschool census

  • Has been increasing for the last number of years

Provincial capacity

  • Establish based on a formula and standards set by the provincial government.
  • In the case of Altadore School all spaces are being maximized including turning the

staff room into a teaching space. The acceptance of new out of attendance area students has been limited for a number of years and decreasing since 2016. Most schools have some out of attendance area students.

  • Sometimes schools will accept out of attendance area students to help

bolster the program as Altadore did previously.

  • Another common out of attendance area student is a child who moved

away from the community but continues to attend the school. CBE Administrative Regulation 6090 outlines students registration regulations including out of attendance area students. 18

Tonight we will be looking at two possible scenarios for Altadore School One scenario involves re-designating any new students from a geographic area to a different school. The other involves overflowing any new students to a different school. 19

Planning Scenario A More details on coming slides but this would apply to new students registering at the school. Scenario B Map on future slide to show areas. New students from that area would be re-designated to Richmond School. 21

Planning No students would be asked to transfer and a cap would be in place for each

  • grade. A lottery would be held for kindergarten and any other grades where

enrolment is lower than 50 students a grade. With an intake cap of 50 students we would see slightly higher enrolments in 2019 before a decrease in 2020. This one year of increase is due to there being only 42 Grade 6 students this year which would be replaced by 50 Kindergarten Other factors:

  • Projection assumes 50 students in kindergarten each year and no new students

in grades already exceeding 50 students a grade. (See table on slide "Altadore School Projection") Projection does not account for a decrease if students leave the school in which case there would be opportunities for callbacks.

  • Both Altadore and Richmond School would work closely together to callback as

many families as possible. 22

Planning Richmond School is a school that like Altadore has had a number of out of attendance area students in the past when enrolments have been low. The projection assumes Richmond would refrain from taking new out of attendance area students in the future. This projection assumes that all projected students would attend the overflow location and does not account for any callbacks to Altadore School. 23
