BackGround of Formation of CPDAC-Sub-Committee on Performance Evaluation

  • f Coastal Protection Works
  • During the 6th meeting of CPDAC meeting held at Puduchery
  • n 7th April-2004, before taking up the agenda items,

discussions took place on functions of CPDAC given in the Ministry of Water Resources (MoWR) resolution No: 15/2/91- BM Dated 17th April, 1995. Vide Clause ‘3 (iv)’ of the resolution, CPDAC has been given the mandate – “To review the performance of the works carried out by the states and evolve improved design techniques based on such experience from time to time”.

Summary

  • The Sixth meeting of the CPDAC- Sub-Committee on performance

evaluation of coastal protection works was held on 18th June-2015 at Surat and evaluation of coastal protection works in South Gujarat Districts namely Surat , Navsari and Valsad were taken up.

  • The type of anti-sea erosion measures undertaken at six sites

inspected and evaluated by the sub-committee are

(i) Dumas- Rubble Mound Sea wall (ii) Danti-Jalalpore- Poly Propylene Rope Gabion supported with retaining wall (iii) Onjal-Machhiwad- P.P Rope Gabion (strengthened with Heavy Stones later ) (iv) Moti-Danti & Nani-Danti- P.P.Rope Gabion (Strengthened with Heavy stones later) (v) Tithal – Rubble Mound Sea wall and (vi) Kolak-Udwada- Rubble Mound Sea wall.

  • After field inspections, the committee held a wrap-up discussion on

19th June-2015 and the observations of the committee are,

– The anti-sea erosion measures being undertaken by the State of Gujarat is assisting in combating the anti- sea erosion and minimized the loss to life and property. – The coastal data collection mechanism needs to be improved. Govt. of Gujarat may submit a list of vulnerable coastal sites to Coastal Erosion Directorate, CWC, New Delhi so that the same is included in the proposed Coastal Management Information System (CMIS). – The Rubble Mound Sea (RMS) wall at sites Dumas, Thitahl and Kolak-Udwada and the use of P.P Rope Gabion with retaining wall at site Danti-Jalalpore are found to be serving its purpose, however due to toe scouring and snking is reported in RMS wall. Cutting/ burning of ropes of Gabion wall by local people has led to its gradual deterioration.

  • Observations Contd…

– The use of P.P Rope Gabion found to be not suitable for the high wave condition as seen the sites inspected namely Onjal Machhivad and Nani-Danti- Moti Danti. Hence the implementation of the same design in future projects experiencing similar coastal environment would require serious review including maintenance issues. – Maintenance of the completed coastal protection structures needs to be paid due attention as per the “Manual for post construction maintenance and Participation of local beneficiary community in the maintenance of the executed measures needs to be explored. – Periodic survey and maintenance of the completed coatal protection structures needs to be paid due attention and ensuring holistic planning for anti-sea erosion measures is important to avoid shifting f problem from one reach to
