 Compressed Schedules

Unrealistic expectations. Expand on knowledge base of BGE standards, construction timeframes, scheduling of work.

(e.g. Comment made in meeting, “You only have to move 10 poles.”)

 Traffic Restrictions

Utilities may only be able to work on the road from 9-3. (Work set ups & safety setups utilize some of that time.) This prevents us from getting maximum work from crews performing the actual work. The job may take a little longer.

Typically not built into the schedule, but very often mentioned in meetings when discussing schedules. It is very possible outages can be cancelled and rescheduled during the Summer or Winter months due to temperatures and weather

design to relocate facilities.

Storm drains (e.g. pipes, v-ditches, etc.) and storm water management ponds are not yet finalized.

The utilities are trying to begin design without everything needed to relocate properly, effectively, and to standard.

Possible Impacts:

 Proposed V-Ditches can potentially end up being designed/located

where the pole line, UG cable, or gas pipes are or will be. Clearances are affected. This can cause redesign and even cause the job to be built multiple times! Therefore, revisions result in:

 Extra Design Time & Administrative Time/Manpower($$$)  Extra Construction Time & Material /Manpower($$$)

Expectation - Still expected to get the job done in a timely fashion!

Too costly to move our facilities multiple times. We would only like to move

BGE has to address issues beyond the limit of disturbance. (e.g. Right-of-Way, Junction Poles, Alignment, Deflection Angles, Forestry Work/Tree Trimming, etc.) In a true Design/Build, contractors cannot work outside the LOD.

Often times, not all of the existing facilities and other misc. information are shown on the plans. The utilities must have everything shown. Everything plays into the job and is needed for design.

 Due to changes that may occur after the job has been

designed, billing may need to be revised.

– Additional prior rights may be needed. Who will perform the

prior rights if this is a true design build? (Administrative time & paperwork…)

 Compressed Schedules – BGE may need to be involved

early on in the project to get issues discussed and resolved when necessary in order to meet project deadline dates.

– Can be more challenging in Design/Build projects.

 Positive Experiences

When BGE has performed the design and construction, some of the SHA contracted ‘Utility Coordinators’ have done a very nice job with the coordination of utilities. (e.g. MD 175 BRAC, US 40/715

BRAC, MD 32 - Speaking from an Electric perspective.)

 Communication throughout the entire project is

imperative.

– Changes need to be communicated, even if it is not believed to

have an impact (e.g. v-ditches installed in the safety zone affecting required cover over BGE cable, pipes, etc.) to avoid rework and maintain proper clearances.
