The figure shows daily Orders Transactions (Order events) and Trades since the first complete day of trading (13 June 2018). The maximum order transactions peak (~862k) was produced on 26 June 2019. The trades also reached a peak in that month (~85k on 7 June). Over 20 million trades have been completed since the 1st go-live

2nd Wave Go-Live – “Transit” Shipping (1/2)

  • The 2nd Wave Go-Live is scheduled for November 2019 with 7 countries – Bulgaria, Croatia,

Czech Republic, Hungary, Poland, Romania & Slovenia (subject to successful testing) in two Local Implementation Projects (LIPs). See Appendix for parties involved.

  • In comparison to the 1st Wave, the 2nd Wave shipping arrangements introduce a more complex

topology for SIDC which could not be fully considered when the Shipping Module was initially developed for the 1st Wave Go-Live.

  • In order to deal with this 2nd wave complexity - a role of the preferred shipper has been
  • established. This means that in the MNAs (Multi NEMO Arrangements) areas, “preferred” shipping

agent from amongst the two NEMO/CCP/Shipping agents currently active* in these MNA areas needs to be appointed by each NEMO/CCP.

  • The preferred shipper role deals with “transit shipping activities“ (shipping of the energy through

delivery areas where the trade has neither source nor sink). Transit in non-MNA areas does not need any selection as the non-MNA NEMO/CCP active in each area assures this activity (or nominates another entity to provide it, e.g. shipping agents) to all other NEMOs/CCPs.

  • The arrangements and agreement regarding “Transit” Shipping through MNA areas is key for the

success of the 2nd Wave

*At the current time EPEX SPOT/ECC and EMCO/NordPool could be active NEMOs in all MNA areas and TGE is only active in the Polish MNA area. EXAA is not operational in XBID.

2nd Wave Go-Live – “Transit” Shipping (2/2)

  • A selection process for the provision of “Transit” Shipping in MNA areas has been jointly prepared (to

ensure consistency) by the non-MNA NEMOs

  • The corresponding Request for Offer (RfO) was sent to EMCO and EPEX/ECC on 14th August, together

with the defined Terms.

  • Responses were received by 11th September and the final selection decision is due to be made on 18th
  • September. This will be followed by final negotiations, a Lock-In if needed, NRA approvals (where

needed) and incorporation in bilateral agreements.

  • The timeline is challenging in order to secure the 2nd wave go-live scheduled for 19th November 2019.
  • If timely agreement is not reached through this process, then a Transit Shipper will be appointed for an

interim period of up to 6 months. The above RfO included the request for the potential providers to detail the costs for 3 and 6 months under direct assignment of the Transit Shipper role. This is designed to mitigate the risk on the 2nd wave go-live if the above selection process does not deliver in time.

  • TGE, the Polish NEMO, is separately running a selection process for the selection of their Preferred

Shipper and also requested a response from EMCO and ECC by 11th September.

  • Transit Shipping is being monitored very closely by the Transit Shipping Group and the SIDC Intraday

Steering Committee.

  • Other risks to the 2nd wave go-live include the Nomination system in Poland, some NEMOs’ connection

to the MPLS (communication channel) for back office activities, and completion of testing.
