SDAC’s analysis on the implementation of 15 min MTU shows that multiple aspects challenge its introduction Algorithm performance is impacted Concurrent implementation of many other changes takes place in the SDAC market coupling process First diagnosis on performance has been carried out, reflecting difficulties to obtain a first solution Further analysis required Heterogenous 15 min Imbalance Settlement Period Many stakeholders with their specificities and (ISP) introduction across the EU affects design corresponding systems are involved options and timeline Coordination of many parties 15 min MTU are linked with 15 min ISP Analysing & updating of all impacted systems Derogations of ISP introduction in many countries make a simultaneous introduction of 15 min MTU in whole SDAC market before 2025 impossible (end of last derogation) Stepwise implementation makes introduction before 2025 possible Aspects to be integrated in the design of algorithm & related systems as well 4
The multiple challenges the 15 min MTU implementation encounters make an earlied introduction very risky and could stress the whole market coupling • Clean Energy package (Regulation (EU) 2019/943, Art. 8) brought forward the expectations to 1/1/2021 from 8/2022 (demanded by the Algorithm Methodology (Art 4.14 d)) • Possible solutions where the use of other requirements are reduced have to be analyzed with care • Readiness of the 15 min MTU will be challenging and very unlikely by 1/1/2021 − Additional R&D required + industrialisation + implementation − Next to performance, many other aspects influence the introduction − 15 min MTU might have impact on other projects in the pipeline • Next steps - Further R&D on impact on performance required - Continue analysis on stepwise introduction/solutions for having different MTU across EU - Ensure coordination on implementation with other planned projects 5

MNA update – progress made since last MESC • Interdependencies between different MNA implementation projects have been discussed. This has led to an update in the Go-Live sequence. • The Nordic MNA project is in the middle of the regional Functional Integration Testing and about to make a transition to the Simulation Integration Testing. The testing stays challenging. A delay has been absorbed without putting the Go-Live date at risk. • The Polish MNA project is detailing the technicalities of the solution, while taking into account the work for the intraday timeframe. • The Baltic MNA project is reflecting on how to handle the fact that there will not be a second NEMO active in the Baltics this year. Agreement has been reached on what work needs to be completed by the end of 2019. • An alignment call of CCRs on MNAs was held, during which the following topics were discussed: overall planning, external interconnectors, fallbacks, rollbacks, synergy potential, Go-Lives sequence. 7
