What is the ROC?  ROC (Rail Operating Community) - collective term for all those companies that are members of the CER or EIM and UIC  A significant cross section of Europe’s RUs and IMs  These RUs and IMs are operators and maintainers of the European rail system  These companies will be the principle users of the deliverables from S²R  Ever since it came to our attention, the ROC has been supportive of the concept of S²R 2 ROC perspective of SHIFT²RAIL Jan/Feb 2014

Why a Collegiate approach  Provides an opportunity for companies (SMEs and some others) with limited resources to pool together and participate  Identify the best customer-oriented solutions  Get a really high value future for the whole sector  Promote a single European railway market  Develop solutions for the future rail system Will interface with individual ROC companies who decide to get independently involved 3 ROC perspective of SHIFT²RAIL Jan/Feb 2014

Why is ROC involvement important? • Increasing the capacity and efficiency of the railway system requires the operators • Give continuity to R&D work done within previous Framework Programmes • S²R offers a far better option for getting solutions into operation that previously • Competition between rail and other modes of transport will only come through imaginative and joined-up innovation 5 ROC perspective of SHIFT²RAIL Jan/Feb 2014

  6. How will the College develop? 1. Full collaboration, in complete transparency, building on shared priorities to develop the business vision of the future rail system 2. Full role in ensuring the Master Plan takes account of the business needs of the future rail system and the ROC 3. Role of UIC (Europe): a. provide the umbrella for the structure to exist b. facilitating the functioning of the college (Administrative – Financial – Technical – Dissemination) 4. College intends to commit to full associate membership 5. Is supportive of the proposed Category 1 6 ROC perspective of SHIFT²RAIL Jan/Feb 2014

  8. What does the ROC want to develop in S²R 1. Building on the vision in the Challenge 2050 document of 2013, the ROC has published its Rail Technical Strategy, Europe 2. RTSE builds on the core messages of the vision and the strategy 3. The College has prioritised areas in which it would like to work 8 ROC perspective of SHIFT²RAIL Jan/Feb 2014

The ROC priority areas A smarter way of managing present system capacity; better and dynamic timetabling & planning of slots - real-time intelligent traffic management CAPACITY & Optimising operational performance and fleet reliability PERFORMANCE Human Capital (resources, empowerment, knowledge) – the foundation for proper implementation of innovation and running the railway system SUSTAINABILITY Smart energy provision and supply system Optimising the interfaces between train and track: braking curves, impact on rail wear and noise and vibrations reduction to maximise system performance and minimise cost CONNECTIVITY Attracting more freight onto the rail system Station and passenger train design of the future System reliability and resilience – a safe and secure rail system CONSISTENCY ERTMS – maximising its use as a vehicle towards significant improvement of cost-efficiency, usability and sustainability VALUE FOR Customer Experience ICT Systems MONEY 9 ROC perspective of SHIFT²RAIL Jan/Feb 2014

In summary  The College is ready to get involved and the new regulation should provide a more even framework (not convinced about the open call approach)  The College is an inclusive structure - all UIC’s European members are free to get involved  College is ready to be asked to play a much more involved role in this really important phase in the development of the future railway  We want to build on the shared vision for rail across Europe  The college has demonstrated its business needs in a really confident way  Need of course to be able to see business added- value for future rail  The ROC is ready to meet the challenge of business for the decades ahead and the support that S²R can bring to achieving that goal 10 ROC perspective of SHIFT²RAIL Jan/Feb 2014
