  2. OUTLINE 1. Climate change and sea level rise (SLR) 2. Coastal Commission, the Coastal Act, and SLR 3. How local plans can address SLR 4. What’s going on statewide to address SLR?

  3. CAUSES OF GLOBAL CLIMATE CHANGE  Enhancement of greenhouse effect  Carbon dioxide, methane, and nitrous oxide  Primarily due to burning of fossil fuels, land use changes  Feedback processes

  4. OBSERVED TEMPERATURE INCREASE

  5. CAUSES OF SEA LEVEL RISE Melting of Thermal land ice expansion 5

  6. ? OBSERVED SEA LEVEL RISE

  7. SLR PROJECTIONS Source: Moffat & Nichol

  8. PHYSICAL IMPACTS OF SEA LEVEL RISE  Inundation – increased extent of permanently wet areas  Erosion – increased erosion of bluffs, dunes, and beaches  Flooding – increased extent storm floods (temporarily wet)  Saltwater intrusion – invasion of saltwater into freshwater aquifers

  14. WHAT’S AT STAKE  Heberger 2009  $40 billion coastal and ocean economy (NOEP 2010)  100-year coastal flood with 4.6 ft of sea level rise:  41 square miles of coastal land  7 wastewater treatment plants  14 power plants  250 miles of highways, including Highway 1  1500 miles of roads  110 miles of railways  550 square miles of critical coastal wetlands  Costs of inaction are 4 to 10 could be times greater than the costs of proactive adaptation/mitigation (Moser et al. 2014)

  15. AGENCY MISSION Protecting and enhancing California’s coast and ocean for present and future generations

  16. BACKGROUND COASTAL ACT POLICIES 16

  17. BACKGROUND COASTAL ACT POLICIES  Protection of:  30210: Public Access  30230: Marine Resources Biological productivity, water quality  Limitation on fill; oil spill prevention   30240, 30241: Land Resources  Environmentally sensitive habitat areas  Prime agricultural land 30213, 30220-30222: Water-Oriented Rec. Uses   Coastal areas suited for recreation, facilities and accommodations 30244: Archaeological & Paleontological   30251: Scenic and Visual Qualities

  18. BACKGROUND COASTAL ACT POLICIES  Section 30235: Shoreline Protection allowed for…  Coastal dependent uses  Public beaches  Existing structures  … In danger from erosion  With MITIGATION for:  Loss of beach and sand  Other unavoidable impacts (e.g., to public access, recreational opportunities)

  19. BACKGROUND COASTAL ACT POLICIES  Section 30253: New Development shall…  Minimize risks to life & property  Assure stability & structural integrity  Neither create nor contribute to erosion  Assure no protective devices needed that would substantially alter natural landforms along bluffs and cliff
