ALL OWNERS OF PRIVATE SEWERS SHALL:
Maintain the private sanitary sewer collection system and private sewer lateral in a fully functioning condition and ensure the lines are free of: cracks/fractures leaks inflow infiltration of extraneous water root intrusion open joints Ensure no excessive sags exist collecting grease and sediments Inspect private sewer lines to ensure they are in good working order Keep records of all sewer maintenance and repairs and provide them to the District upon request Cleanout/Backflow* device required

FOR PRIVATE SEWER LATERALS
Requirement for flushing of private laterals every 18 months has been replaced with general requirements to for owners to maintain the lateral Owners shall have their laterals video inspected by a licensed plumber every 10 years and maintain records Two sewer overflows in a 6-month (previously 12-month) period trigger repair/replacement of the lateral and certification by a licensed plumber Connection to an existing sewer lateral requires video inspection, plumber review, and County approval of the lateral Trigger for video inspection for remodels is defined as a remodel that increases square footage, and/or increases number of fixture units Intentional violation of the escrow requirements of the code could lead to a misdemeanor charge
TRANSFER OF RESPONSIBILITY FROM SELLER TO BUYER IS NOW ALLOWED FOR LATERAL REPAIRS!!!
1) Requirements of lateral ordinance are disclosed by the seller to the buyer 2) Seller is responsible for obtaining video and completed County inspection form from licensed plumber 3) County will review submitted video and form and determined required repairs 4) Buyer should make themselves aware
5) Buyer and seller sign the Transfer of Responsibility to Repair Form 6) County must accept the Transfer Form prior to the close of escrow 7) Buyer has 90 days from County acceptance of Transfer Form to complete repairs
LATERAL PROGRAM VIDEO REVIEW PROCESS
1) For escrows, requirements of lateral
the buyer 2) Seller hires licensed plumber to video entire sewer lateral and fill out County Lateral Inspection Report Form 3) Plumber uploads video and Report Form to BOX Drive and shares files with client and County 4) County reviews uploaded video and Report Form within 10-days (assuming all is completed per County standards) 5) County uploads County Comments 6) Seller completes repairs required by County prior to close of escrow, or transfers responsibility to buyer by

FOR PRIVATE SEWER COLLECTION SYSTEM OWNERS
Submitted maintenance program shall contain a schedule to complete all repairs required by the County Video/inspection cycle shall repeat every 20 years Maintenance program shall be updated every 20 years Two sewer overflows in a 6-month (previously 12-month) period trigger repair/replacement of the lateral and certification by a licensed plumber Owners shall clean entire private sewer collection system once annually and maintain records (notify District prior to cleaning lines) Pump stations shall be inspected annually Owners shall obtain videos and Inspection reports from a licensed plumber for the entire system by January 1, 2022 (upload to BOX for County review) Owners shall prepare a maintenance program to be submitted to the District by July 1, 2023
