  • The existing SITA Core network (known as

the SITA NGN) was designed in 2007 and built in 2008 to fulfill requirements set out during that period.

  • At the time the following hardware was

deployed:- 1. Cisco 7609 routers 2. Cisco 12000 series routers

  • In 2015 SITA refreshed hardware to Cisco

ASR9010 router.

  • There are still Cisco 7609 routers that have

remained on the network.

  • Overall Layer-2 topology remained the same.
  • SITA is embarking on a network

transformation programme to modernise its Core network to Software Defined Network (SDN). SITA is faced with a challenge related to cashflow and it cannot invest on upfront capital expenditure (CAPEX) to fund its strategic infrastructure modernisation programmes.

❖ A proposed detailed design that will transform the current SITA MPLS network to a Software Defined

  • Network. The SDN solution should provide resiliency, scalability, and high availability. SITA is currently

executing several critical in-flight programmes, detailed below, that are directly dependent on the network being highly available and able to scale:

  • Cloud and legacy based mainframe and midrange services
  • E-Government services
  • SA-Connect and other provincial broadband projects to enable connectivity to services

❖ The response needs to propose options of strategic partnership and funding model/s such as,

Consortiums, Joint Ventures, Rent to Own or other types of models that industry has the appetite for in the context of shared risk and return. The underpinning principle of the proposed models is that SITA must have full control of key assets to ensure that the state is not at risk. The partnership and any related funding model/s should incorporate a plan of action for the SP/s to layout capital upfront and look at a joint recoupment model together with a robust onboarding programme of implementation. This must include risk and reward sharing, detailed cost, cashflow, sustainability and other financial views over the period of partnership as well as value to SITA beyond this period. The proposed options of the industry partnership and related funding model/s must cover:

  • Five (5) year model; and
  • Ten (10) years model.
