The manner of submission of the RFI 3.1 Respondent shall submit RFI response in accordance with the prescribed manner of submissions as specified below. 3.2 Respondent shall submit one (1) original copy, 1 (one) hard copy and 1 (one) electronic copy (on a single CD/DVD) 3.3 The original copy must be signed IN INK by an authorised employee, agent or representative of the respondent and initialised on each and every page of the information. The CD / DVD must be marked with the responding organisation’s name and RFI number. 3.4 The CD / DVD must be enclosed in a cover that is also marked with the responding organisation’s name and RFI number. 3.5 All additions to the information documents i.e. appendices, supporting documentation, photographs, technical specifications and other support documentation covering suggested solutions etc. shall be neatly bound as part of the schedule concerned. BACKGROUND Grass Valley Press Master is a Presentation Switcher & branding processor used in the Final Control Centres (FCC) for SABC 1, SABC 2, SABC 3 and SABC News to enable the channels to broadcast on a 24/7 basis. All video material i.e. commercials, promos, music fillers, long form programmes, squeeze backs and channel logs are respectively played from Playout Servers, Live sources, Pixel Power and VCRs go through Presentation Switcher & branding processor for further implementation of channel look and feel which include: Multilevel channel branding Video mixing Advance audio mixing & processing These actions/processes are automated by the Pebble Beach Broadcast Automation and can be manually controlled by Grass Valley peripheral remote panels. The Press Master is therefore currently responsible for airing all programming played out in SABC 1, 2, 3 and News Channel, and must be “On -Air ” in a perfect working condition at all times. An animation (squeeze-back) not played to air as scheduled leads to a direct loss of external income to the SABC, as well as a loss of confidence by the commercial clients of the SABC. A failure to perform video or audio mix in a precise controlled manner leads to unsatisfactory broadcast thus direct affecting viewership. 2. Scope The scope of this RFI encompasses acquiring relevant information from industry to enable the SABC to: Identify a suitable solution for the SABC. Assist the SABC to establish User Requirement Statements and Bid Specification(s). This RFI is aimed at gathering relevant information with respect to the Presentation Switcher & Branding Processor solutions and or products currently available in the global market, with specific reference to the following but not limited to: Multilevel branding graphics a) Able to key independent keying layers with preview output b) Able to store and key SD/HD still and animated graphics c) Able to key external fill and key inputs Video mixing a) A/B video mixing b) Channel 2D DVE for squeeze-and-reveal and picture-in-picture effects c) Programmable micros Advanced audio mixing and processing a) Dynamic audio shuffle and gain control. b) Audio mixing using embedded audio.
