  2. REQUEST FOR EXPRESSION OF INTEREST for constructing three projects under one construction contract at the H.L. Mooney Water Reclamation Facility for the Prince William County Service Authority. The projects include: the Influent Flow Diversion Project, Modifications to the Controls & Process (C&P) Building Project, and the Switchgear Building Hardening Project Ladies/Gentlemen, The Prince William County Service Authority (Service Authority) is soliciting Letters of Interest from construction contracting firms interested in constructing three Mooney Plant construction projects; Influent Flow Diversion, Modifications to Controls & Process (C&P) Building, and Switchgear Building Hardening Projects. The Service Authority will be pre-qualifying contractors/contracting teams for this construction contract. In responding to this Request for Interest, the Service Authority will provide a Request for Qualifications as the next step in the pre-qualification process. The Service Authority plans to award the contract to the lowest responsive, responsible bidder that is pre-qualified to receive the Invitation for Bids. Selection of contractor/contracting teams to be pre-qualified will occur after review of the response to the Request for Qualifications. The Service Authority’s objective s in this pre- qualification process are to ensure that potential Bidders are aware of our plan that through the pre-qualification and selection process, we seek to obtain one qualified Contractor or Contracting Team that will complete three different construction projects; Influent Flow Diversion, Modifications to the Controls & Process (C&P) Building, and the Switchgear Building Hardening Projects through an open and fair method.   3. I. GENERAL STATEMENT OF WORK A. Contract Scope/Size: The construction contract will entail constructing three separate projects at the H. L. Mooney (Mooney) Advanced Water Reclamation Facility (AWRF) located at 1851 Rippon Boulevard, Woodbridge VA. The Mooney AWRF has a rated design capacity of 24 mgd and treats wastewater to enhanced nutrient removal effluent quality. The projects will improve the reliability, operability and conditions of the facility. The construction contract will be implemented using the design-bid-build method. The three projects are termed: Influent Flow Diversion, Modifications to Controls & Process (C&P) Building, and Switchgear Building Hardening. The three projects are located in different areas of the facility; can be constructed independently; and were designed by different design engineering consulting firms. The Influent Flow Diversion project is primarily comprised of underground piping/concrete structure construction with temporary bypass pumping required. The Modifications to Controls & Process Building and Switchgear Building Hardening projects are primarily architectural/building upgrade projects. The construction contract will be bid Spring 2018 after the pre-qualifying process is completed. Construction contract duration will be a maximum of 18 months. B. Additional information for each project: 1. Influent Flow Diversion Project: Scope of work: a. Construction of a 36-inch diameter influent flow diversion pipe and associated structures to allow plant influent to be routed directly to an equalization basin. b. Temporary flow controls to provide bypass pumping during construction, to facilitate the connection of the diversion pipe to existing plant infrastructure. The provider of the bypass pumping system will be pre-designated by the Service Authority as part of the contract documents. c. New structures: a diversion structure with multiple chambers and gates, a buried metering chamber housing a magnetic flow meter and a buried isolation valve chamber. Each structure is a custom designed cast-in-place concrete structure, with the chambers having access risers. d. Modifications to existing structures: significant modifications are required to the existing buried diversion chamber for top slab removal, new 36” penetration, and replacement of existing piping and slide gate. e. Associated demolition, instrumentation, access stairway, and site improvements. Challenges associated with the project include: constructing a new diversion structure integral with an existing equalization tank while also being self-supporting through the use of micropiles for the new foundation; providing and scheduling the bypass pumping RFI # 1818-3

  4. work to allow bypass of full forward plant flow with no impact to plant operations; and providing and scheduling flow testing to demonstrate the functionality of the new diversion system while minimizing impacts to plant operations by scheduling during certain weather/seasonal conditions. 2. Modifications to the C&P Building: Scope of work: a. Interior modifications to approximately 6,600-sq.ft. of existing C&P Building b. Renovation of interior spaces to meet the current and future programming requirements, including remodeling and reconfiguring new locker rooms, laboratory, and offices. New interior walls, replacement flooring and ceiling systems will be provided. c. Replacement of existing roof with new roofing system. d. Exterior repair work and repointing of existing masonry. e. Replacement of exterior storefront windows and doors. f. New HVAC, electrical and plumbing design. g. Hazardous material abatement. Challenges associated with the project include: maintaining access for Service Authority staff during construction to process equipment located in the basement; constructing plumbing improvements in process equipment areas without impacting plant operation; protecting and maintaining operation of electrical equipment located in areas that require demolition/construction areas; and addressing hazardous material requirements. 3. Switchgear Building Hardening Project: Scope of work: a. Temporary building enclosure b. Hazardous material removal c. Landscaping d. Replacement of the entire building façade for 600-sq.ft. single story building e. Replacement of the heating and air conditioning units f. Security system upgrades g. Fire suppression system upgrades h. Electrical work Challenges to the project include: performing work in close proximity to live electrical gear that needs to remain operational throughout the project; addressing hazardous material requirements; and allowing Service Authority staff access during construction.   5. II. ESTIMATED COST The Work (comprised of the three projects) has an overall estimated construction cost of $4 to 8 M. III. SUBMISSION The Letters of Interest will allow the Service Authority to compile a list of interested companies for notices and any announcements relating to this project, specifically to receive the Request for Qualifications.
