Spotsylvania Solar Energy Center PROJECT OVERVIEW • Location : Western Spotsylvania County, Virginia; approximately 11 miles west of the City of Fredericksburg. • Project Plan : 500 MW single-axis tracker solar project to be developed in three phases. • Clean Energy : • 1,012,073 tons of CO 2 • Equivalent of 964,239 acres of forest • Timing : Construction beginning mid-2018 with each phase to be completed by 2019. 4

Highlander Solar Project | Project Details • sPower’s projects utilize photovoltaic (PV) panel technology • Pole-mounted panels require less grading and minimize long-term impacts to project sites • Panels will be approximately 5 – 7 feet in height • Project will have a minimum 50’ setback from property line • Project will be fenced and monitored 24 hours a day and 7 days a week 5

Spotsylvania Solar Energy Center OPERATIONS OVERVIEW REMOTE MONITORING • 24-7 / 365 days a year remote monitoring. • Supervisory Control and Data Acquisition (SCADA) system. • Automatic remote shutdown capabilities. MAINTENANCE • Minimal annual maintenance would be required. • sPower will regularly inspect Project Sites to ensure all components are operating properly. • sPower construction and operations staff will be on-call in the event of a maintenance issue. SECURITY • Project Sites will be fenced off with strict, electronically controlled security access gates. • Securely installed enclosed electrical equipment • Security lighting and cameras 12

THE JOBS • 700 – 1,000 different people projected to be employed, providing construction jobs and subcontractor work to local businesses. • Averaging an estimated 350 workers per day over 12 months. • Approximately 10 – 15 full time employed workers in the Virginia area. 13
