  2. WHO WE ARE Recycle BC is a not-for-profit organization responsible for residential packaging and paper recycling throughout British Columbia. Recycle BC ensures household materials are collected, sorted and responsibly recycled. Our program is funded by over 1,200 businesses that include retailers, manufacturers and restaurants that supply packaging and printed paper to BC residents.

  3. EXTENDED PRODUCER RESPONSIBILITY (EPR) • Obligation that businesses have to reduce the environmental impact of their products and packaging • Spans the entire product management lifecycle, physical and financial, for products and packaging supplied into the marketplace • Shifts responsibility to the companies that put the products in the market

  4. PROVINCE OF BC REGULATION • British Columbia’s Environmental Management Act and the Recycling Regulation form the framework under which Recycle BC operates. • The materials we collect are directed by the Regulation and we operate under our Stewardship Plan, approved by the Ministry of Environment.

RECYCLE BC INCEPTION • Producers must have the autonomy to design a recycling system • Regulations must be designed for fairness. • Small business should not be unduly burdened. • A reasonable de minimis • Materials must pay their own way • Foster competition • Respect municipal interests o Provided opportunity to remain a key interface and maintain integrated waste management contracts

  9. STAKEHOLDER ENGAGEMENT PRINCIPLES • Engage and consult in a meaningful way • Provide accurate, clear and timely information • Be open, transparent and accountable • Regularly engage and consult on stewardship plan/program related activities

STAKEHOLDER ENGAGEMENT IN PRACTICE • Six main groups: regulators, producers, municipal, First Nations communities, waste management industry, ENGOs and consumers • Phased and targeted engagement: o Workshop-style meetings o Draft program plan (incorporating stakeholder feedback) o Post draft plan for comments o Consult with provincial policy makers to determine if plan satisfies regulation o Refine the program plan, based on stakeholder responses • Prepare a final stakeholder consultation report • Append this to the plan when submitting to government

AREAS OF LEARNING • Local governments were unused to commercial agreements where they are providing a service • Local governments were quite concerned with fairness (same agreement for all) o Limited customization – only three items: insurance, term length (if sub- contract was expiring, custom clauses for unionized staff) • Transparency is essential – we posted the contract templates online
