Project location Project purpose and need Proposed improvements Real estate needs Construction staging Current project schedule Discussion
WIS 47/55 importance
- Regional route for truck and passenger vehicles
- Primary link from the Menominee Reservation to the
city of Shawano
- Marked bicycle route between Old Lake Road and
Curt Black Road
WisDOT’s objective is to ensure the safe and
efficient operations of the state’s highway system while supporting local access
Identified needs
- Deteriorating pavement (resurfaced in 2000)
- Deteriorating railroad crossing surface with need for
improved signals and new gates
- Curb ramps do not meet ADA (Americans with
Disabilities Act) requirements
- Guardrails, signing, and pavement marking do not meet
current standards
- Some curb and gutter, inlets, and culverts require repair
- The absence of turn lanes at some intersections results
in conflicts between turning and through traffic
- The existing 3-foot paved shoulders do not adequately
accommodate bicycles or pedestrians
Improvements recommended to keep traffic
moving safely and efficiently
- Resurface WIS 47/55 and pave 5-foot shoulders
- Replace the railroad crossing surface and install new
signals and gates
- Reconstruct all curb ramps to meet ADA requirements
- Repair spot locations of curb and gutter
- Replace guardrails and two drainage culverts
- Install new signing, pavement marking, and centerline
rumble strips
- Modify intersections to improve traffic flow and
efficiency County H and Maple Avenue Frailing Lane County A
County H and Maple Avenue conditions
- Transition from high speed to lower speed urban area
- Speed limit lowered to 40 mph in 2014 to maintain safety
- Crash rates are not growing
8 crashes (2007 to 2011) 8 crashes (2011 to 2015)
- Crash rates do not warrant changing intersection control
(i.e. signals, roundabout, all-way stop)
- Intersection modifications proposed to improve traffic flow
and efficiency
County H and Maple Avenue upgrades
- Widen the roadway and install pavement markings to
accommodate turning traffic Southbound left-turn lane at County H Northbound left-turn lane at Maple Avenue
- Complete tree clearing to improve sight distance
looking north from County H
County H and Maple Avenue
Maple Ave Old Keshena Rd Elm Ave
Frailing Lane conditions
- Lack of properly marked turn lanes (2 to 4 lanes)
- Driveways near the intersection can cause confusion
between through and turning traffic
6 crashes (2011 to 2015)
County A bypass and turn lanes
- Do not meet current design standards (length and tapers)
- Do not accommodate a continuous paved shoulder
through the intersection
Frailing Lane
- Widen the roadway and install pavement markings to
accommodate turning traffic
- The painted median area will improve traffic flow at the
intersection and adjacent commercial entrances
County A bypass and turn lanes
- Modify the bypass and turn lanes to meet current design
standards
- A continuous 5-foot paved shoulder will be provided
through the intersection
Frailing Lane
County A
Permanent fee and temporary limited easements
- Intersection modifications
- Guardrail grading
- Curb ramp upgrades
Acquisition process
- WisDOT will acquire real estate
- Individual property owner meetings will be held
- Begin real estate acquisitions in fall 2018
Maintaining safety and mobility are important
during construction
Proposed traffic impacts
- Single lane closures with flagging conditions
- One week detour during railroad crossing replacement
- Shoulder closures in areas of intersections and guardrails
- Local and emergency access will be maintained
