Business Case - Objectives

Objectives:

  • 1. To decrease the journey time along the A120 between Bishop’s

Stortford and the A10 by providing a local bypass at Little Hadham in scale with the other sections of the route by 2019.

  • 2. To reduce the risk of fluvial flooding in Little Hadham and

communities to the south by working with the Environment Agency to deliver integral flood attenuation areas as part of the delivery of the bypass.

  • 3. To reduce severance in the centre of Little Hadham by removal of

the majority of the through traffic congestion and, as a result, improving the overall well-being of residents in Little Hadham.

Key Issues and Risks

  • LEP funding not secured

– In SLGF Bid as high priority

  • Poor collaboration with Environment Agency

– MOU almost signed off – Collaboration Agreement being negotiated

  • Required land not secured

– Offer to acquire land - negotiations on-going

  • Programme Risks due to unknown Issues

e.g. Archaeology, Protected Species

– Robust assessment planned for 2014/15 – Programme includes some capacity for delay

  • Competition for Competent Contractors (Dam)

– Begin engagement with Contractors once funding secured

slide-12
SLIDE 12

Key Scrutiny Outcomes

  • Stakeholder, Partners and Inter-dependencies Risk to Delivery

– MOU with EA developed, other stakeholder workshops and engagement planned.

  • Reliance on previous Optioneering Work subject to challenge

– Workshop already held to review previous work, further consideration will be undertaken as required.

  • Modelling Benefits and Journey Time Information deviation from process

– Updated traffic modelling work planned and commissioned to be complete by mid 2014.

  • Scheme Costs and Affordability Risk

– Funding routes identified and approval of funding by LTB, LEP and EA being sought.

Post Completion Monitoring Regime

Strategy developed in accordance with DfT guidance in order to measure the effectiveness of the intervention in meeting the scheme objectives. Strategy based upon two elements:

  • Assessment of data that is already collected by the

county council on a before and after basis; and

  • Collection and assessment of data collected

specifically for the purpose of developing and appraising the scheme. The results will be reported in a Before and After Study to be produced one year after full scheme

  • pening. Evaluation of the scheme based upon the

monitored impacts and outcomes will be reported in the study. Further specific monitoring arrangements for each

  • bjective detailed within the Business Case.
