Indiana Code 8-25-2 (SEA 176, 2014) authorizes advisory referenda by county for an income tax between .1% and .25% 3 step process:

1. Council certifies a referendum (Proposal 145 – Approved May 9) 2. The public votes (November 8, 2016) 3. If approved by a majority of voters, Council may enact a tax
