there are calls for novel policies to enhance their provision and to face the challenges of environmental changes. Forests account for 32.2% of the European territory (FOREST EUROPE, 2015), providing important environmental services and economic benefits (Mori et al., 2016). Currently, nearly half of European forests are privately owned (Schmithüsen and Hirsch, 2010).

The overall increase of wood biomass of Italian forests is estimated at 38.4 million m3 / year (Fra 2015), 30 million m3 of which are thought to be really usable annually. The annual use of biomass produced by the Italian forests, for energy or industrial purposes doesn’t exceed 30-35% compared to a European average which uses instead about 60% of what forests can grow every year. Italy would hardly achieve a levy higher than 12 million m3 / year, compared to the 30 million available annually. The reasons stem essentially from the high

management costs, orographic limits, small size of private properties (67% of the

National forest area). Public properties are larger and better managed.
