Adequate financial resources.  Ability to comply with required performance schedule.  Satisfactory record of performance.  Satisfactory record of integrity  Necessary organization, experience and expert technical skills, including, quality assurance measures and safety programs applicable to the construction to be performed.  Affiliation with satisfactory subcontractors capable of meeting the above requirements.  Disadvantaged Business Enterprise data as set forth in Appendix B. The submittal of certain items with the bid is required.  Insurability.
