Individual Material Readiness List (IMRL) and non-IMRL equipment required to make an aeronautical system, command and control system, support system, or end item of equipment (SE for SE) operational in its intended

environment. Includes all equipment to launch, arrest (except ALRE), guide,

control, direct, inspect, test, adjust, calibrate, gauge, measure, assemble, disassemble, handle, transport, safeguard, store, actuate, service, repair,

verhaul, maintain, or operate the system, subsystem, end item, or

component. Does not include common hand tools; items used only by the contractor; and personal equipment, such as head sets and microphones.

CSE vs PSE

PMA-260

Common Support Equipment (CSE) – Comprised of only those general purpose items supplying or measuring broad parameters of physical properties that are known to be established in the using service’s inventory (i.e. ground electrical, pneumatic, and hydraulic power units; towing, hoisting, and fueling devices; signal generation devices; and voltage, amperage, and phase measuring devices). The application of SE items to other end items, systems,

r components does not, in itself, justify or classify the items as CSE.

Weapon System PMAs

Peculiar Support Equipment (PSE) – An item of SE that must be designed and developed in conjunction with the development of a specific weapon system and does not meet the criteria of CSE.

Contract Information: Cost Plus Fixed Fee, Full and Open Competition via DOTC – DoD Ordnance Technology Consortium Contractors: SAIC Awarded: January 2016 in the amount of $2.8M including options Description: To successfully execute their missions; the armed forces require the service life

extension of the fielded bomb racks and launchers that are beyond their original anticipated service

life. Instead of discarding legacy launchers, the goal of this program is to reduce the cost and

increase safety of AAE through the enhancement of existing equipment. The Precision Guided Training Round (PGTR) is a developmental store that is structurally similar to the Laser Guided Training Round (LGTR) that requires a new method of carriage and release on the F/A-18A-D/E/F. The program support disciplines consist of Program Management, Electrical Design, Software Engineering, prototype development, and test. The resultant order has a period of performance of 46 months with an acquisition strategy for this procurement of a Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) Task Order. The Award of this contract was made to a large business however Small Business is currently performing 61% of the tasking. Contract Information: Cost Plus Fixed Fee, Full and Open Competition via DOTC – DoD Ordnance Technology Consortium Contractors: SAIC Awarded: January 2017 in the amount of $9.3M including options Description: The scope of this initiative is to leverage the technology development of USN/USMC

test equipment, modernize candidate equipment, and then adapt it to meet requirements for other U.S. Military services. New weapons such as the Small Diameter Bomb (SBD) II are planned to be employed on new and existing platforms such as the Joint Service F-35, the US Air Force (USAF) F- 16, A-109, F-15, the US Navy/Marine Corps (USN/USMC) F/A-18, AV-8B, P-8 and existing and future Remotely Piloted Aircraft (RPA). However, current test and test equipment in the Joint Services doesn’t possess the capability to test these interfaces and ensure the platform can safely load and reliably launch these weapons. The program support disciplines consist of Program Management, Electrical Design, Software Engineering, prototype development, and test. The resultant order has a period of performance of 28 months with an acquisition strategy for this procurement of a Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) Task Order. The Award of this contract was made to a large business however it is anticipated that Small Business will perform 30% of the tasking. Small Businesses include: CAMtek, EMA Design Automation, Engineered Test Services (ETS) and Total Phase Inc.
