SUMMARY OF PROGRESS

 Continued development and submittal of National Priorities List (NPL) documents for the McGuire

Area Operable Units (OUs)

  • Continued progress across all OUs
  • OU3 Record of Decision (ROD) approved by USEPA and NJDEP, in for Air Force signature
  • OU1 Feasibility Study (FS) is nearly complete and OU1 Proposed Plan (PP) under review by USEPA/NJDEP (2020 ROD)
  • OU4 and OU5 FS under review by USEPA/NJDEP and PPs have been prepared (2020 RODs)

 State led sites at McGuire and Dix

  • Remedies in place operating well (additional remediation at TU003 started last week)
  • Several (more) sites moving toward completion

 Active remedies (air sparge [AS]/soil vapor extraction [SVE] systems)

  • All in place and operating at Lakehurst (Area A/B/C)
  • McGuire (TU023 was optimized/TU013 rebound study showed need for more remediation)
  • Dix (NW044/TU019a were optimized,TU970 rebound study and data show cleanup goals achieved)

 Continued progress closing out sites (7 more since last RAB)

 Compliance Drivers:

  • LNAPL
  • Soil RDCSRS
  • GW Class I-PLs

 First: (AS/SVE) – pilot test

completed but did not support this approach

 Second: (focused excavation and

monitoring) – source removal completed in 2017; residual LNAPL and GW impacts remaining and require additional action

Remedial Alternatives Analysis

 Remedial Alternatives Considered

  • Thermal In-situ Sustainable Remediation (TISR)

(includes bioventing/passive skimming where possible as an adaptive design enhancement)

  • Excavation

 Post-Remediation Closure Monitoring

  • Groundwater monitoring to demonstrate compliance over two consecutive

events

  • LNAPL meets NJDEP sheen guidance requirements
  • Soil compliance sampling (if required based on remedy)

  • Three new AS/SVE and biosparge systems were installed in 2017/2018 and

are operating to address remaining contamination in groundwater and soil

  • These systems are now fully operational and monitoring/maintenance is ongoing
  • Reduce contaminant concentrations in groundwater and soil to meet Remedial

Goals in 2 to 3 years time (2021/2022)

  • Pump and treat system at Area H was shut down in March for a 2-year plume

stability study to determine the next remediation phase

Regional Watershed

BOMARC Plume

  • Surface waters from BOMARC discharge to Success Branch generally

moving north/northeast to Borders Mill Branch to Ridgeway Branch ultimately feeding into Union Branch and Toms River.

“WIN AS ONE”

Historical Surface Water Sample Locations and Results

  • Highest TCE detection at SW-11 (186 ppb) in 2009
  • Limited detections of TCE degradation products (1,2-

DCE and vinyl chloride)

  • Upstream sampling of Elisha Branch and the unnamed

tributary between 1999 – 2014 confirms no significant impacts

  • TCE concentrations continue to decline further

downstream in Success Branch and Borders Mill Branch; but TCE was still present

  • Samples collected in 2018 show TCE has decreased

from 2014 concentrations

“WIN AS ONE”

Site History/Remedial Overview

 Decision Document Finalized in August 2002 Remedy for Groundwater

  • In-situ bioremediation (~12-16 months)
  • Monitored Natural Attenuation (~ 20 years)

 Biostimulation/bioaugmentation remedy with groundwater circulation was

active from October 2011 to September 2015

  • Trichloroethene (TCE) was readily converted to cis-1,2-dichlorethene (DCE)
  • Generation of reducing conditions

 Monitored Natural Attenuation (MNA) evaluated for two years via quarterly

groundwater monitoring

Remedial Overview (Cont.)

 pH of Groundwater:

  • Baseline conditions before initiation of bioremediation remedy - Ranged

between 3 – 5

  • During active bioremediation - Ranged between 5.5 – 7.0

 Sodium hydroxide was used as a pH buffer

  • October 2018 - Ranged between 3.09 – 7.60 across the annual sampling

monitoring well network with an average measurement of 4.73

  • TCE
  • Cis-1,2-DCE
  • Vinyl Chloride

“WIN AS ONE”

Extent of Contamination (Cont.)

 Statistical analysis performed

using the last two years of MNA groundwater data suggest MAG-1 is not on target to achieve remedial goals within the project cleanup timeframe

 No immediate downgradient

receptors of the Site

 Natural attenuation

calculations predict the extent

  • f the plume will not extend

past site boundary at concentrations above applicable standards

Groundwater Velocity= 90 Feet/Year Distance to Reach TCE Remedial Goal= 1363 Feet

“WIN AS ONE”

Dynamic Groundwater Recirculation (DGR) Overview

DGR System Operation

  • Groundwater extracted

via new extraction wells

  • Treated using granular

activated carbon

  • Treated water is

reinjected upgradient into existing wells to enhance contaminant flushing
