Battery Energy Storage Systems

• What is a Battery Energy Storage System?

– A battery energy storage system (battery ESS) stores energy through an electrochemical process for later use to supply the utility or local grids. – Other energy storage systems (ie flywheels) are not addressed in this presentation.

• Applications for Battery ESS’s

– Uses include peak shaving applications, storage with renewable energy systems, etc.

Sustainability Boards Review

• Battery ESS review required by BSB and IRB

– BSB/Buildings Sustainability Board (Technical) – IRB/Innovation Review Board (Policy) – Exception: some battery chemistries no longer require BSB/IRB review (VRLA, Lithium-Ion)

• Applicant presents at joint BSB/IRB meeting
• BSB/IRB issue recommendations

Material Acceptance Criteria

OTCR coordinates all evaluations:

• OTCR satisfactory evaluation
• FDNY Letter of No Objection
• Letter of Recommendations from BSB and IRB

Permitting

In addition to material acceptance requirements:

• Permitting requirements:

– Construction permit, if applicable – Electrical permit

• Construction document approval/permit

issued at the local borough/hub.

• Material acceptance is required for project

sign-off.

• Special inspections required

– SIA required for applicable installations on the construction permit – TR1 Form completed by SIA
