Employment - Hiring Protocol

For the generation portion of the Project, as well as the Labrador Transmission Assets, the hiring protocol is as follows:

– Qualified members of Innu Nation – Qualified and experienced residents of Labrador – Qualified and experienced residents of Newfoundland – Qualified and experienced Canadians – Qualified and experienced non-Canadians

Implementation & Monitoring of Hiring Protocol

  • All workforce requests must be copied to

lcpworkforcerequests.ca at the time they are submitted to the relevant union

  • Innu Employment & Training Coordinator will forward Innu

candidates for contractor consideration

  • If there are no suitable Innu candidates available for the

position, Labrador residents will be considered, followed by residents of Newfoundland

  • Contractors and Unions provided with access to

MuskratFallsJobs.com. Training and support provided by Nalcor staff.

Compliance with Benefits Strategy & IBA

  • Contractors determine qualifications for workers
  • Workforce requests explicitly state required safety

certifications; qualifications and certifications/license; years of relevant experience

  • Contractors and unions must demonstrate that all efforts

have been made to adhere to the hiring protocol

  • In the event that the hiring protocol has not been followed,

workers may be removed from site and positions filled in accordance with the hiring protocol

Procurement

  • All contractors on the LCP shall provide subcontractors, service providers,

consultants, and suppliers within the province with full and fair

  • pportunity to participate, on a competitive basis, in the supply of goods

and services.

  • Contractors are encouraged to engage in supplier development sessions,

where applicable, according to their respective work-scope.

  • Contractors shall familiarize with Newfoundland and Labrador

subcontractors, service providers, consultants, and suppliers within the province and identify their capabilities for purposes of providing support.

  • Contractor shall provide Innu Business Development Corporation with a

procurement forecast and outline of procurement processes

  • NL and Innu content is a consideration in Bid Evaluations
  • Gender Equity and Diversity is a consideration in Bid Evaluations

Gender Equity & Diversity Program

  • As per the provincial benefits strategy between Nalcor Energy and the

provincial government, a Gender Equity & Diversity program has been implemented.

  • This program includes the following under-represented groups:

Persons with Disabilities

  • Contractors must ensure:

Job ads contain language that encourages women and members of diverse groups to apply

All site facilities accommodate women

All site-provided safety equipment is available in women’s sizes

Respectful Workplace policies are implemented

Government, NunatuKavut Community Council, and Nalcor Energy - Lower Churchill Project.

Benefits Monitoring

  • A comprehensive Benefits Monitoring and Reporting System has been

implemented

  • Contractors are obligated as per the terms & conditions of its

respective contract to report provincial benefits information on a monthly basis

  • Monthly Reports and Quarterly Reports are published at

https://muskratfalls.nalcorenergy.com/newsroom/reports/

  • Audits are conducted on a semi annual basis
