Identification

Education Code Section 52164.1[a] requires that all students (in kindergarten through grade twelve) whose primary language is not English, based on the Home Language Survey (HLS) take the Initial English Proficiency Assessment for California (ELPAC). The HLS is completed by ALL parents or guardians when they first register their children for school.

Parents answer these questions upon enrollment:

  • 1. Which language did your son or daughter learn when he or she first began to talk?
  • 2. Which language does your son or daughter most frequently use at home?
  • 3. Which language do you use most frequently to speak to your son or daughter?
  • 4. Name the language most often spoken by the adults at home.

English Language Proficiency Assessments for California (ELPAC) testing

State law and federal laws require that local educational agencies (LEAs) administer a state test

  • f English language proficiency. For California’s public school students, this test is the ELPAC.

The ELPAC is used to assess and monitor EL students’ progress toward English language proficiency. EL students continue to take the ELPAC SA annually until they meet their Burbank’s reclassification criteria.

Initial ELPAC= taken by newly enrolled students whose primary language is not English Summative ELPAC= taken each spring by students who are English Learners (ELs) until reclassified

Placement of English Learners

In Structured English Immersion (SEI), the curriculum and instruction are designed for pupils who are learning English.

  • Students are grouped according to their language proficiency levels and instructional needs

within a Structured English Immersion (SEI) setting.

  • Classrooms are balanced to ensure that there are native speakers of English,

fluent-English-proficient students, and English Learners (ELs).

  • In addition, ELs at the Emerging proficiency level often receive additional support in the

classroom from an instructional assistant.

  • Emergent level instruction may also include primary language support to motivate, clarify,

direct, support, and explain.

The goal of the SEI program is English language proficiency and cross-cultural understanding.

Burbank Unified currently offers two ELD programs: Structured English Immersion (SEI) and Dual Immersion (DI). Jefferson Elementary School uses the SEI model.

Student performance is reviewed every trimester to reclassify students demonstrating “at grade level” language proficiency in listening, speaking, reading, and writing.

What can you do help your child attain Fluent English Proficiency?

  • Read together nightly, discuss the stories, ask

questions that can’t be answered with one word.

  • Encourage your child to keep a writing journal.
  • Practice math facts and play math games.
  • Visit the library and check out books.

learning in school.

  • At conference time, ask the teacher for more

ideas.

  • Model good learning behaviors.
