  • At the June 2015 Standing Committee (Environment),

Councillors requested that further information be provided on Action 11 from the TravelSmart Plan

  • This action states “Investigate the potential for a ‘Going

Places’ travel incentive initiative or similar”

  • Don’t believe any investigation has been undertaken by

previous TravelSmart officers on this action

  • This is a brief summary of my investigation,

consideration of relevancy and a suggested way forward.

  • ‘Going Places’ came from City of Darebin, Victoria.
  • Incentive based Travel behaviour change program that

ran from 2006-2011 with 520 members

  • Members pledge to make travel change, log it on a

website/program to keep track and received rewards accordingly as they met goals

  • Reward items such as vouchers & discounts at local

businesses etc, novelty items - mugs etc

  • Included a message board for members to be part of

the community (pre social media).

What is/was the ‘Going Places’ program

  • Included in the CoB TravelSmart document right at the

end of the program. Nearly 5 years ago

  • Technology has leaped ahead
  • Software developer wants $50k to update
  • Believe the concept could still work but the ‘Going

Places’ platform is not the mechanism to use

  • Believe that ideally this type of program would be done

in conjunction with something else

  • Some research suggests that incentivising for behaviour

change is unsustainable

  • Suggest to save resources for a different program.

Is the ‘Going Places’ program still relevant ?

modes of transport and redeemed at local businesses/partners

  • Trial being undertaken in Fremantle early

  • City of Fremantle input was $10k. Once

platform is created, getting involved will likely be even cheaper.

Better ways forward 1 – FreeWheeler Similar Concept

  • Try to attract the ‘Your Move’ program to align with the
  • pening of the new train line in 2020
  • State Gov program that encourages increasing physical

activity with Active Transport included

  • Massive bang for buck - Wanneroo input of $100k +

$100k in-kind - $2.4m project value. 10,000+ households, 30 local businesses, 10 schools, great community building potential etc

Better ways forward 2 – Your Move Different Concept

  • Watch the very similar ‘Freewheeler’ concept/program

unfold in Fremantle. Confirm whether the concept still works and whether the App platform is successful

  • EMRC and City of Belmont officers are in consultation

about promoting a Your Move project

  • Allow the Belmont on the Move to be completed and

provide some potential new directions

  • Consider inclusion of an updated action when

TravelSmart plan is next reviewed/revised.
