Education Service Center Region is one of 20

services to school districts in Texas. In 1965, the 59th Legislature authorized the State Board of Education to establish state-supported regional media centers that would serve as libraries for instructional media that could be utilized by local school districts. During this time period, the United States Congress enacted the Elementary and Secondary Education Act. As part of that legislation, Title III provided for the planning and developing of supplementary educational centers and services. The Texas Education Agency decided that coordination between the centers authorized by Title III and Texas’ own regional media centers would strengthen services available to all schools in the state. In 1971, ESCs received initial basic state support for regional services to schools, regional coordination in planning, and for administrative costs. In 1984, House Bill 72 expanded the working relationship between ESCs and the Texas Education Agency, with ESCs assuming many decentralized functions such as PEIMS and school board training. The concept of regional centers continued to expand throughout the years to include a broad range of services, technical assistance, and implementation of state initiatives for local school districts.

Mandates, Mission and Vision

Section 8.002 of the Texas Education Code (TEC) mandates that ESCs (1) assist school districts in improving student performance, (2) enable school districts to operate more efficiently and economically, and (3) implement initiatives assigned by the Legislature or the Commissioner. In addition to state mandates, ESC Region has established the following mission and vision:

ESC Region offers the following programs and services to school districts and charter schools in the region. In addition, customized services are available based on the individual needs of districts or campuses. ESC Region staff not only provide thousands of hours of training

ESC Funding

Today, ESCs receive funding from three sources: the federal government, the state government, and through local funds. ESC Region currently operates

  • n a budget of $26 million

— 31% federal dollars, 17% state dollars, and 52% local revenue. With these funds, we are able to hire and maintain quality staff,

  • perate a comfortable

training facility that can accommodate the needs of district personnel throughout the region, and provide state-of-the-art training equipment and technology. In addition, we work hard to utilize every dollar of funding in order to provide the best programs and services either free of charge or at reduced fees. We form cooperatives that allow for bulk purchasing of items or services, and develop specialized services at reduced fees in order to meet the needs of our school districts.
