Borschette, Brussels Date : 20.06.2014 Time : 09.00 – 16.00 CER Speaker : Enno Wiebe, Senior Advisor ERA and research related issues CER, Shift²Rail and the Shift²Rail Master Plan The Community of European Railway and Infrastructure Companies (CER) appreciates • the set-up of Shift²Rail • an approach to a break-through in European rail research • the EC Stakeholder Meeting on the Shift2Rail Strategic Master Plan allowing RUs and IMs to express their views General Comments about the Master Plan The Community of European Railway and Infrastructure Companies (CER) • appreciates that Shift²Rail will contribute to the closure of open points in the TSIs in terms of regulation (e.g. the “ballast pick-up” issue in the INF TSI) • encourages the Member States to clean up the national rules afterwards (need to see the bigger picture here) • sees the key to long term maintainability in stability of selected and defined interfaces inside the subsystem architecture • recommends in terms of standardisation as outcome of Shift²Rail the definition of the minimum set of interfaces that could lead to “plug & play” • recommends to start the IPs (in particular the freight IP) with a migration & deployment strategy (Assessment of the needs, and the likeness of deployment) • pleads for a focus on: o prevention of obsolescence (strategy needed to deal with this topic) o life-cycle cost o attractiveness, quality and costs o the technical framework and not to enter into commercial/ marketing aspects (IT solutions, ticket vending, freight etc.) • to take into account the different railway actor’s needs (see Challenge 2050, Rail Technical Strategy Europe, ERRAC Roadmaps) June 2014 Page 2/5

The Voice of European Railways Detailed comments about the Shift²Rail Master Plan and its IPs Session: Cost-efficient and reliable trains Time: 14.30-15.30 The Community of European Railway and Infrastructure Companies (CER) underlines the need for attractive stations as intermodal terminals. Stations are the access point & portal to the rail infrastructure, rolling stock and rail services. The whole transport chain has to be considered. IP 1 Energy & Mass Efficient Technologies for High Capacity Trains The Community of European Railway and Infrastructure Companies (CER) • recommends to consider the following needs • Energy Efficiency o Producing energy o Buying energy o Distributing energy o Using and saving energy • Noise and Vibration – allowing to run 24h/day & 7 days/week • Innovative propulsion: Hybrid Traction - Multiple power sources for traction in due consideration of RAMS aspects for diesel applications Development of prototypes Energy Storage on-board Technologies to be carried out Engine stop at station • pleads to focus on o Regulation: Closure of open points in the TSIs o Standardisation: Defining the minimum set of interfaces that could lead to “plug & play” IP 5 Technologies for Sustainable & Attractive European Freight The Community of European Railway and Infrastructure Companies (CER) • recommends to start the IP with an implementation strategy (in particular for components/concepts like the electric brake, automatic coupler etc.) • insists that the competitive domain will be excluded and the focus will be really be on R&D only • recommends to considered the following needs o Monitoring during operation (on-ground) o Energy efficiency o Traffic Flow management o Noise and Vibrations Improving Freight wagon designs for better usage of infrastructure conditions o Preventive axle bearing condition monitoring, improved braking and common data exchange protocols June 2014 Page 3/5

The Voice of European Railways The CER Position The railway system comprises various actors: railway undertakings, infrastructure managers, manufacturers, loaders, unloaders, shippers, keepers etc. In research the different players’ needs shall be reflected and the right balance between manufactures, infrastructure managers and railway undertakings shall be found. Shift²Rail shall pave the way to a breakthrough in European rail research and shall contribute to regulation and standardisation. Shift²Rail shall ensure the future competitiveness of the whole European railway sector in a rather challenging business environment with strong competitors. June 2014 Page 4/5
