What is Specialty Retail

For the purposes of this RFP, specialty retail shall be defined as a for profit company concentrated on selling a specifically themed line of merchandise, i.e. souvenir shops, electronic shops, etc. Concepts proposed under this RFP that do not meet this definition will not be evaluated. Non-specialty retail concepts include but are not limited to, shoe shine services, chair massages, vending machines, food and/or beverage concepts, etc. Food and/or beverage concepts shall include, but are not limited to the following: Restaurants and/or bars

  • Quick serve restaurants
  • Juice stands
  • Coffee stands

Prepared snacks, candy, and popcorn are permitted concepts and not considered food and beverage.

Section 3 - Scope Overview

Proposers may propose the same concept for multiple locations. If a Proposer chooses to propose the same concept for multiple locations, the Proposer must include the following:

  • 1. Conceptual rendering for each location (see question 21 in form 7B)
  • 2. Pro-forma for each location (see question 18 in form 7B)
  • 3. Percentage of gross revenue for each location (see form 7D)

If a Proposer is proposing more than one concept, a separate proposal is required for each concept. While Proposers may make proposals for multiple locations in the RFP, the successful Proposer(s) may only be recommended to be awarded a maximum of one (1) location in the C Gates and one (1) location in the D Gates.

Clark County reserves the right to accept and/or reject, in whole or in part, any portion of the Proposal if, at Clark County’s sole discretion, it is not in Clark County’s best interest and/or is not compliant with the long-term plans for McCarran International Airport. The Board of County Commissioners reserves the right to reject any and/or all Proposals or portions thereof, for this RFP. Clark County reserves the right to contact any Proposer to seek clarification or to ask all Proposers to submit additional information or modified Proposals after the submission deadline.

Section 4 (Statics) shows the annual enplanements for the C Gates and D Gates for the past three calendar years. Also, annual gross sales for locations are included for the past three (3) calendar years. The information provided in Section 4 is for informational purposes only. DOA does not warrant or guarantee this activity for future operations. The Director of Aviation may relocate airlines for the best operational need of the airport without notice to successful Proposer(s).

CONTACT WITH OWNER DURING RFP PROCESS Communication between Proposer and/or their agents and a member of the Board of Clark County Commissioners or between a Proposer and/or their agents and County staff regarding the selection of a Proposer or award of this contract is prohibited from the time the RFP is advertised until the item is posted on an agenda for the selection of a Proposer or award of the contract. Keys to a Success Proposal

  • All prospective tenants may only rely on the written RFP

documents, when issued. The written RFPs will take precedence

  • ver any information conveyed verbally.
  • Each prospective tenant must conduct its own independent

evaluation of the business opportunities and risks of operating at the airport.

  • Past performance may not be an indicator of future results.
  • No warranty is expressed or implied with respect to future levels of

sales, passenger enplanements, or financial results.

  • The proposer must carefully examine the terms of the RFP and any

attachments, required forms, and/or addenda; then evaluate all circumstances and conditions affecting its proposal at its own

  • expense. Clark County is not liable for any costs associated with

the development, preparation, transmittal, or presentation of any proposal or related material submitted.
